In section 5.8.1 through 5.9.2 of the RFP, the VA mentions facilities. My question is, is the VA stating we cannot include cost for the facility in our bid? My question is, is the VA stating we cannot include cost for the facility in our bid? Our company would need to locate a facility and staff which we can do but will charge for this in our proposal.
