This notice is issued to inform all potential candidates to provide proposals at this time for the Create Clinical Space Bldg. 18 The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Lebanon Veteran Administration Medical Center intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for Construction Services related to the Create Clinical Space Bldg. 18 construction project located at the Lebanon VA Medical Center, 1700 S Lincoln Avenue, Lebanon, PA 17042. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Create Clinical Space Bldg. 18 construction project as specified in the drawings and specifications. Proposals are due 2:00 pm Eastern Standard Time (EST) on September 22, 2020 in accordance with the attached solicitation. Site Visit: A formal site visit is scheduled for this solicitation during the week of August 24, 2020 through August 27, 2020 by appointment only. As a result of the COVID 19 virus and the location of the construction site, the Lebanon VA protocol limits the number of visitors permitted in the area at one time. Contractors must contact the Contracting Officer Representative (COR), Michael Tedesco, at 717-272-6621 EXTN. 3305 or michael.tedesco1@va.gov to arrange a date and time for the site visit. You will be given instructions by the COR on where to meet and what specific hospital infection equipment must be worn. It is strongly recommended that your firm call as soon as possible to secure a site visit time. See Federal Acquisition Regulation (FAR) Clause 52.236-27 for information. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $39.5 million in annual receipts for the past three years. The Magnitude of Construction cost is between $5,000,000.00 to $10,000,000.00. There are four (4) Sole Source items as part of this solicitation and any resultant award.
