Per GSAR 570.402 procedures. In support of the VA Readjustment Counseling Service Office, Network Contracting Office 4 (NCO4) intends to conduct the acquisition of leased office space for the Erie PA Veterans Center utilizing other than full and open competition procedures. The existing lease expires on 06/20/2020. The requirement is for up to 4515 net usable square feet (NUSF) of office space with adequate parking and within walkable distance of mass transit stops, among other factors. The space shall be configured to house a Veterans Center which provides for Veteran s readjustment services after military service. Current boundaries of the area are; North: The city s north border is Lake Erie, or the following roads: South Shore Drive Bayfront Parkway Lakeside Drive East: The city s east border is Franklin Avenue, E 16th ST, Bird Drive, Euclid Boulevard, Groveland Avenue South: The city s South border is West Grandview Boulevard, Hillcrest Avenue, West Gore, Cherry Street Glenridge Road, Glenwood Park Avenue, West Grandview Boulevard West: The city s west border is Pittsburgh Avenue The Government shall pursue a sole source acquisition with the existing Lessor. The Government factored in costs associated with moving, alterations, and other costs when deciding whether it would relocate. This is not a request for quotations, bids, or proposals. Any costs incurred by potential vendors reviewing or responding to this notice shall not be reimbursed by the Government. Furthermore, there is no guarantee a solicitation will be issued for this requirement. Responses, due April 1, 2020, and should include Vendor size status per Federal Acquisition Regulations Part 19 if applicable. The Government POC is Herb Byrns at Herbert.byrns@va.gov.
