The purpose of this Modification to the Pre-Solicitation is to provide clarification to what will be evaluated during the two phases of the evaluation process. Phase I - The evaluation process will take place in two phases. Phase I of the selection procedure will include narrowing of all received proposals to approximately three (3) firms using the following criteria: Previous Experience of Proposed Team: 1. Project Experience - Psychiatric Unit, Hospital, VAMC 2. At least two similar projects in size and scope Team Proposed for this Project: Project Managers. Other Key Personnel Consultants Proposed Management Plan: Design Phase Construction Phase Project Control: Techniques Planned to Control the Schedule and Costs Personnel Responsible for Schedule and Cost Control Estimating Effectiveness: this will be from the ten most recently bid projects. Preferably projects for the VA, but firms can use others to supplement the ten projects if they have not completed ten VA projects. Phase II of the selection process will include inviting approximately three (3) firms that progress from Phase I to the Coatesville VAMC for an interview/presentation session. These three firms will then be narrowed to the most highly rated AE firm for submittal of a price proposal. The criteria for selection during phase II of the selection process shall contain the criteria for phase I and the following additional criteria: Response Time: RFIs, Submittals, change orders Percentage in relation to total amount. Prime Firms Consultants Proposed Design Approach for this Project: Architectural, structural, environmental, electrical, plumbing, and mechanical. Miscellaneous Experience & Capabilities: Past Performance provide min. of (2) (PPIRS, PPQ) similar projects in the size and scope. Industrial Hygienist Experience in NFPA 70E and 101 life safety code.
