GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK NOTICE: This is not a solicitation but rather a Request for Information (RFI) (Sources Sought) to determine capability of potential sources and is for information and planning purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify capable firms to perform TRM Plus and TEDP Telephone Triage Services for the Butler VA Health Care System. Responses must be submitted by 11:59 PM (EST) December 12, 2019. Submit responses to the information requested above via email to william.schlobohm2@va.gov . All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this sources sought notice for market research purposes, and shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. SAMPLE / TENTATIVE STATEMENT OF WORK AND PRICE/COST SCHEDULE (BELOW) TRM Plus and TEDP Telephone Triage Services Background: The VA Butler Health Care Center and the Bronx Call Center currently utilize TRM Plus which now contains TEDP (Formerly Veterans Health Gateway) as a component to provide telephone triage services for patients. Project Description: Telecare Record Manager (TRM) Plus, with the component DSHI Systems' Triage Expert Dual Purpose (TEDP), is a clinical software application used by nurses who provide telephone triage services to veterans. The application supports nurse clinical decision-making by systematically assessing a veteran's symptoms, while providing reference health information during the process. At the end of the triage process, the software provides a triage follow-up recommendation, as well as self-care or interim-care instructions. The systems sort patients into seven (7) distinct urgency levels: 911, <2 hours, 2-8 hours, 12-24 hours, 2-3 days, 1-2 weeks, and self-care. The encounter documentation is automatically performed in the background during the triage process and saved as a triage encounter record. These applications have been shown to appropriately identify emergencies, while reducing unnecessary clinic visits. This contract is for the purpose of renewing TRM Plus (including the TEDP component) license of the Bronx and Butler Call Centers and VISN offices. At the current time, all nine VISN 04 facilities are using these services Altoona, Butler, Coatesville, Erie, Lebanon, Philadelphia, Pittsburgh, Wilkes-Barre, Wilmington.
