Sources Sought Notice Statement of Need: The Altoona VAMC is looking to digitize the current photos that were hung on the walls throughout the VA to be digitized and displayed via a touch screen. These touch screens and monitors would be placed throughout the VA and the Community Based Outpatient Clinics (CBOC): VAMC Altoona 2907 Pleasant Valley Blvd., Altoona, PA 16602 CBOC Johnstown 600 Galleria Drive, Suite 175, Johnstown, PA 15904 CBOC State College 2581 Clyde Avenue, State College, PA 16801 CBOB Dubois 5690 Shaffer Road, Dubois, PA 15801 CBOC Huntingdon 13903 William Penn Highway, Mapleton Depot, PA 17052 CBOB Indiana 1570 Oakland Avenue, Indiana, PA 15701 The VA is requesting a software package to be created that would allow photos to be scanned into a software program and then loaded to a flash drive with the capabilities to be uploaded to a kiosk machine for viewing. The product should have the capabilities to display a slideshow presentation of Veteran photos on a continuous basis, with the option to search a particular Veteran by certain searchable criteria. All work shall be completely no later than April 30, 2020. GENERAL REQUIREMENTS: Hardware Requirements: Ten (10) Freestanding/Independent touch screen kiosk(s) with virtual on-screen keyboard or touchpad navigation Kiosk(s) height should range from minimum measurements of 36 inches to 48 inches from base of column to top of column. Keyboard or touchpad should have a minimum measurement of 15 inches but no larger than 22 inches wide. Ten (10) 40-inch commercial grade LED monitors with wall mounts (to be mounted by contractor). Monitors should be HDMI compatible with no less than two (2) ports, so that kiosks can be hardwired to them. Ten (10) HDMI cables Cables should be a minimum length of 10 feet but no longer than 20 feet. Three (3) 250G Flash drives to allow for copying files. One (1) terabyte (TB) of higher of storage to allow for expansion SD card port compatible on all devices USB port compatible on all devices Software Requirements: Software rights/license will need to be made available to the VA after completion of the installation so as to have the capability of editing the search criteria and uploading any additional photos and biographical data. Windows 10 or higher compatible (VA will maintain) Self-contained presentation; Non-Server, Non-cloud based, no network connection to the VA servers Flash drive compatible to allow for copying of files from one kiosk(s) to another Searchable criteria: Software package should have the capabilities to allow the photos to be searchable by the following criteria Last Name First Name Branch of Service Conflict Era Medal of Honor Recipient Picture Frame Number Service Agreement request for the software: The VA is requesting 24/7 technical support Contractor would be responsible for providing any updates for the software to the VA The VA is requesting a service agreement for at least three (3) years Warranty Agreement request for equipment: The VA is requesting a warranty agreement of at least three (3) years on the monitor(s) and kiosk(s) Training Requirements: VA Public Affairs Office (PAO) and any other designated staff will need to be trained to have the capability of editing the search criteria and uploading any additional photos and troubleshooting any issues The North American Industry Classification System (NAICS) Code for this acquisition is 334118 Size Standard: 1,000 employees and the Classification code is 7021. THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. The Government will not pay for any information solicited. The intent of this Sources Sought Notice is to identify potential Small Businesses especially any SDVOSBs capable of providing all of the items required within the delivery time frames needed. If your company is not capable of providing all the required items, please list the items that you do have the capability to provide. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. An award of a contract will not result from this Sources Sought Notice. Vendors who can meet the requirements listed above and would potentially submit a quote or offer should provide the following information: Business Name Business Address Business Point of Contact, including phone number and email address Business size Business Socioeconomic Status Federal Supply Scheduling (FSS) number, if the items required by the Government are available for purchase on an FSS contract.
