Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors capable of providing Q PATH E LICENSE. This is for the Pittsburgh VA Medical Center in Pittsburgh, PA 15215. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include the following information: Verify that the business is under 511210 of the North American Industry Classification System (NAICS), Verification of Size Standard under the NAICS, Business name, address, Point-of-Contact, if in possession of a Federal Supply Schedule contract, and if the business has verification as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. All information is to be submitted via e-mail at Eugene.Moran@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 P.M. STATEMENT OF WORK (SOW) Qpath E A. GENERAL GUIDANCE 1. Title of Project: Q Path E Software 2. Scope of Work: Q-path E software streamlines the management of ultrasound examinations performed on select SonoSite systems. It enables clinicians to manage quality assurance, credentialing, exam storage, billing, and reporting easily from any network-connected PC or Mac®. Q-path E is compatible with the SonoSite X-Porte, Edge®, M-Turbo®, S Series , NanoMaxx , and MicroMaxx ultrasound systems. 3. Background: Request is for the purchase of Q-path E software which is used to manage ultrasound examinations performed on the SonoSite ultrasound systems in the Critical Care units. It enables clinicians to manage quality assurance, credentialing, exam storage, and reporting easily from any network-connected computer. Q-path is compatible with the SonoSite X-Porte, Edge, M-Turbo ultrasound systems which are already being utilized in the Critical Care Units. When connected by Ethernet, images and studies are automatically transferred during or at the end of each exam. Q-path E works with any ultrasound system that supports DICOM® archive (C-Store). Q-path E will be utilized on the VAPHS Local server solution for image storage. 4. Type of Contract: This contract is for a firm-fixed-price agreement for the purchase of Q-Path E software to be used at: VAPHS University Drive C Pittsburgh, PA 15240 B. CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting or has advised the contractor that a kick off meeting is waived. C. GENERAL REQUIREMENTS VA Pittsburgh is looking to purchase a web-based ultrasound management system. It will require software that will be stored on the VA Pittsburgh local server. Other requirements: Server: Microsoft Windows Operating Systems (any of the following): Virtual Machine (VM) or physical server (VM is preferred) Windows Server 2012 R2 64 bit and above Eight Core 2 GHz or higher Minimum 16GB 100 GB hard disk space for operating system DICOM image storage: 500 GB to 2 TB depending on the number of ultrasound exams uploaded per year 3 TB to 5 TB (recommended for Qpath E Enterprise) Multiple DICOM storage locations are supported storage can be added later as needed. Client: Microsoft Windows Operating Systems (any of the following): Edge, Internet Explorer 11.0 or later, Firefox 46.0 or later, Safari 9.1.1 or later, Chrome 50.0 or later 1.5 GHz processor or above 2 GB system memory or above Network connectivity (WIFI) Adobe Reader 8.1 or later HIPAA compliance: Inactivity Timeout: a configurable inactivity timer Login Credentials: Login ID and password Password strength, length, and active period configurable by IT administrator Role-based system Audit logs Wireless network (For use with SonoSite machines): The ultrasound software system must be capable of wireless communications Data backed up: Must include automatic data backup and restore software Access/Connection: No limit to the number of ultrasound systems that can be configured to communicate with software system and system must be able to transfer exams simultaneously. Must support an unlimited number of user accounts with simultaneous access. D. PERIOD OF PERFORMANCE Base Year: 12/1/2019 11/30/2020 Option Year One (1): 12/1/2020 11/30/2021 Option Year Two (2): 12/1/2021 11/30/2022 Option Year Three (3): 12/1/2022 11/30/2023 Option Year Four (4): 12/1/2023 11/30/2024 E. EVALUATED OPTIONAL FEATURES No optional features. F. SCHEDULE FOR DELIVERABLES Entire project to be completed within 25 weeks from date purchase order was issued. Breakdown of Specific Tasks that must be completed: Purchase Order issued Kick off meeting (discussion of the implementation options) Installation (the server must be prepared) Migration (Q-path to Qpath E) Configuration Application Testing Application Support and Training G. PERIOD OF PERFORMANCE The period of performance shall be one base twelve (12) month period that covers ongoing support and maintenance of the existing system plus four (4) additional option years of coverage. G. CHANGES TO THE STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
