This notice is issued to inform all potential candidates to provide bids at this time for the Replace Dry Cooler System for IT Project The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Erie Veteran Administration Medical Center issues this Invitation For Bid (IFB) to award a single, firm fixed-price contract for Construction Services related to the Replace Dry Cooler for IT project located at the Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this solicitation. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Replace Dry Cooler System for IT project as specified in the drawings and specifications Bids are due 1:00 pm Eastern Standard Time (EST) on July 28, 2020 in accordance with the attached solicitation. A Site Visit is planned for Monday, June 29, 2020 at 1:00 pm EST. As a result of COVID 19 the Erie VA has instituted the following protocol: Prior to site visit -- all Contractors MUST be screened at Building 1 main entrance and receive a screened sticker. This sticker must be attached to the upper portion of the body for everyone to see. Contractors MUST wear a mask at all time while on the facility grounds. All contractors MUST then check in with Security at the Main Hospital Building #1 located in the Urgent Care Entrance. All contractors will then proceed to the first level of the Parking Garage where the site visit will start from. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 238220 Plumbing, Heating and Air-Conditioning Contractors, with a small business size standard of $16.5 million in annual receipts for the past three years. The Magnitude of Construction cost is between $500,000.00 to $1,000,000.00 There are two (2) Sole Source items as part of this solicitation and any resultant award. Amendment #A00001 is issued to provide a second site visit, extend the date for Technical Questions and extend the Bid Due date.
