The Department of Veterans Affairs, Network Contracting Office 4 intends to issue multiple solicitations in 2019 for the procurement of a contractor owned and operated Community Based Outpatient Clinic (CBOC) for the Erie VAMC, Wilkes Barre VAMC and the Butler VAMC to be located within Armstrong County, Cranberry Twp., Clarion County, Bradford County, and Columbia County Pennsylvania. Potential offerors will be required to demonstrate their total solution for establishment and operation of a CBOC to include providing and building out space for a medical facility, staffing, and overseeing day to day operations of the CBOC. The resultant medical care provided will be expected to be seamless in that a beneficiary cannot differentiate between the quality of care and services provided at a VA operated CBOC and the Contractor operated CBOC. The purpose of this special notice is to announce VA s requirement to potential Contractors so that they are aware of and begin to prepare for the forthcoming issuance of the solicitation. Additionally, VA will be utilizing this special notice to collect Contractor data which will assist VA with market research and planning. Interested Contractors should submit this information to the Contract Specialist by 3:30 P.M. on Thursday, February 28, 2019. Only the information listed above is required by this date. This announcement is not a request for a complete proposal. The type of work required may include, but is not limited to any of the disciplines listed in sector 62 of the Small Business Administration Table of Small Business Size Standards for medical services. The North American Industry Classification System (NAICS) Code applicable to this requirement is 621498 (All Other Outpatient Care Centers) and the size standard is $20.5 million. The corresponding Standard Industrial Code (SIC) is 8011, classification code: Q201. The preferred areas for these 5 CBOC will be in Armstrong County, Cranberry Twp., Clarion County, Bradford County, and Columbia County Pennsylvania. This special notice may be followed by subsequent special notices seeking additional information from industry.
