This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C244-19-Q-0972. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-03 effective July 12, 2019, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. This Solicitation is being competed as a Total VOSB set-aside. The NAICS Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors and the business size standard is $15 million. The Coatesville, PA Office is seeking to purchase services to Replace Diffusers at the Veterans Affairs Medical Center in Philadelphia, PA. The Statement of Work (SOW) is provided as Attachment 1. Service Contract Act Wage Determination No. 2015-4233, Revision No. 14, dated 7/16/2019, applies to this acquisition and will be incorporated into the resulting contract. A copy of the Wage Determination is included with this solicitation as Attachment 2. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in Attachment 3, Quote Submission Instructions-Clauses and Provisions. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. The applicable line item/CLIN is found on Attachment 4. The delivery/task order period of performance (POP) is found on Attachment 1. Any award resulting from this solicitation will be issued on a Standard Form 1449. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database IAW FAR 52.212-4(k).
