Department of Veterans Affairs Memorandum Date: April 03, 2019 From: Melvin Moore, Contracting Officer Subj: Scrap Metal Sale / Sealed Bid Sale # 595-FY-19-03 (APRIL) To: All Interested Parties The Department of Veterans Affairs, Lebanon VA Medical Center, has accumulated a surplus of used (NON-RUNNING) vehicles and a utility vehicle. List of items: Vantage Vehicles Greenvan EVC 1000 six (6) and one (1) John Deere Gator HPXGAS Utility Vehicle. Note: All equipment sold as is where is, as scrap. All items are considered Scrap Metal Scrap Metal Only Bids will be accepted for this sale. Note: This sale only, Bids can be submitted for single items, or all items. The winning bid or bids will be awarded as determined Most Advantageous for the Government. Scrap Items as listed above, pictures located below: Scrap Metal Only ALL ITEMS ARE LOCATED AT THE LEBANON VA MEDICAL CENTER, LEBANON PA 17042. NOTE: All items are for individual sale consideration; all items are considered misc scrap. All items are to be sold as SCRAP, as-is / where-is, no guarantees or returns. The successful bidder / bidders will be responsible for the complete removal of all their winning items of misc. scrap from the Lebanon VA Medical Center Scrap Yard. Successful bidders will provide manpower and equipment necessary for the removal of the scrap. Scrap will be sold AS IS - WHERE IS. The contract will be awarded to the responsible Bidder / Bidders whose bid conforms to the Invitation, and will be most advantageous to the Government. Inspections will be available April 08, 2019 thru April 26, 2019_ All bids must be received by VA Contracting, no later than 3 PM EST on May 03, 2018 , at the following address: Department of Veteran Affairs Medical Center Attn: Melvin Moore Bldg. 99, Room 49 1700 S. Lincoln Avenue Lebanon, PA 17042 Late bids will not be accepted You are invited to inspect and submit a bid for this SALE if interested. All bidders are highly encouraged to view the scrap before submitting a bid. In order to view the scrap sale items, you must call Dean Steckbeck at (717) 272-6621 X 4078 to set up an appointment at the following times: 7:00 AM to 11:30 AM and 12:30 to 3PM Monday thru Friday. The Successful bidder will be notified by either mail or telephone. Upon being notified he/she must make payment either by a Certified Check or Money Order to the Department of Veterans Affairs Station ( 595 ) - before removal of the scrap / surplus equipment. No Personal Checks will be accepted. All scrap must be removed within fourteen (14) working days from notification by the VA unless otherwise specified. If, after the award, the Purchaser breaches the contract by failure to make payment within the time allowed by the contract or by failure to remove the property within the time allowed by the contract, then the Government may send the Purchaser a 7-day written notice of default (calculated from date of notification), and upon Purchaser's failure to cure such default within that period (or such further period as the Contracting Officer may allow) the Purchaser shall lose all right, title, and interest which he/she might otherwise have acquired in and to such property as to which a default has occurred. The Purchaser agrees that in the event he/she fails to pay for the property or remove the same within the prescribed period(s) of time, the Government shall be entitled to retain (or collect) as liquidated damages a sum equal to the greater of (a) 20 percent of the purchase price of the item(s) as to which the default has occurred, or (b) $25, whichever is greater. Practices that eliminate competition, such as collusive bidding, may warrant criminal, civil, or administrative action against the participant(s) and may be referred to the Department of Justice in accordance with 41 CFR 101-45.317.1. NOTE: Bidders are to be advised that the VA DOES NOT provide personnel or equipment to assist in the removal of the scrap. Also, the GOVERNMENT shall not be liable for injuries, damages or any other incidents that should arise.
