The purpose of this notice is to conduct market survey in search of capable A/E and construction teams to compete in the anticipated two-phase design/build procurement to provide both design and construction services. The Contracting Officer may set aside the requirement to veteran owned small businesses should this market survey identify at least two capable veteran owned small business or alternatively capable small business to meet the requirement.
