Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the -only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05 2/23/2024 This solicitation is set aside for small business as brand name or equal. The associated North American Industrial Classification System (NAICS) code for this procurement is (334111), with a small business size standard of 1250 employees. The FSC/PSC is 7B21. The East Orange VA Medical Center requests 6 PC Desktop Computer Stations. The equipment will be used by Veterans to learn basic computer skills, conduct internet searches for job leads, write, and submit resumes electronically, and print documents on a shared printer. All interested companies shall provide quotations for the following: Supplies/Services THIS IS A BRAND NAME or EQUAL ONLY REQUIREMENT FOR: 6 HP Mini Elite G9 PCs with corresponding components as listed below. Product Specifications (for supplies) Sometimes identified as Requirements or Work Requirements, this section defines the tasks. Six (6) PC desktop computers Win10 Pro 64 or better At least 16 GB of RAM At least 256GB solid state hard drive A graphics card capable of supporting at least 2 displays USB wired mouse USB keyboard USB-A and C ports Ethernet network ports HDMI port WLAN slot Wireless PC Air Card Six (6) monitors (at least 22 inches) with internal speakers. Note: We will need six (6) external speakers if the monitors do not come with internal speakers. Microsoft Office 365 Government G5 installed on each PC with appropriate licensing. Antivirus software, installed on each PC. PC Setup: Install all software and updates. Establish two users on each PC: one admin and one Guest. One (1) all-in-one multifunction color printer with high yield ink cartridges (in addition to any starter ink that comes with the printer). Extended service support and warranty for at least 3 years. See Security Section (below) for additional specifications regarding the configuring of these computers. Security Since these computers will be connected to the guest Wi-Fi, the contractors will not require access to any VA computer network. Since these computers will be shared by numerous Veterans, they need to be configured like a public internet café where the user is not able to install any software or save anything on the hard drive. The Veterans will be responsible for saving all their work on their own form of cloud storage. The USB ports will only be accessible by the Administrator to prevent Veterans from inadvertently leaving private information in the computer (or misplacing a thumb drive ). This section should identify any unique security requirements associated with contract performance (when applicable). (End of clause) 852.211-70 Equipment Operation and Maintenance Manuals (a) As prescribed in 811.107-70, insert the following clause: EQUIPMENT OPERATION AND MAINTENANCE MANUALS (NOV 2018) The Contractor shall follow standard commercial practices to furnish manual(s), handbook(s) or brochure(s) containing operation, installation, and maintenance instructions, including pictures or illustrations, schematics, and complete repair/test guides, as necessary, for technical medical equipment and devices, and/or other technical and mechanical equipment provided per CLIN(s) # 0001. The manuals, handbooks or brochures shall be provided in hard copy, soft copy or with electronic access instructions, consistent with standard industry practices for the equipment or device. Where applicable, the manuals, handbooks or brochures will include electrical data and connection diagrams for all utilities. The documentation shall also contain a complete list of all replaceable parts showing part number, name, and quantity required. (End of clause) 852.212-71 Gray Market and Counterfeit Items. As prescribed in 812.301(f), insert the following clause in solicitations and contracts for new medical and information technology equipment: GRAY MARKET AND COUNTERFEIT ITEMS (FEB 2023) (a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. (b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. (End of clause) As prescribed in 19.507(c), insert the following clause: Notice of Total Small Business Set-Aside (Nov 2020) (a) Definition. Small business concern, as used in this clause (1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. (2) Affiliates, as used in paragraph (a)(1) of this clause, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103. (b) Applicability. This clause applies only to- (1) Contracts that have been totally set aside for small business concerns; and (2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) General.  (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. As used in this clause- (1) Contract financing payment has the meaning given in FAR 32.001. (2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment; (3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. The Contractor shall remove rejected perishable supplies within 48 hours after notice of rejection. Supplies determined to be unfit for human consumption will not be removed without permission of the local health authorities. Supplies not removed within the allowed time may be destroyed. The Department of Veterans Affairs will not be responsible for, nor pay for, products rejected. The Contractor will be liable for costs incident to examination of rejected products.
