This is a Request for Information only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement not a request for quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought Notice must be in writing and include a capabilities statement to Contracting Officer Daniel Zielinski, daniel.zielinski@va.gov, no later than 05/01/2024 at 10:00am EST. Telephone inquiries shall not be accepted. General The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN 2), as defined below, intends to award a firm-fixed price contract to a qualified firm with the capacity and capability to perform, but not limited to, the following excerpt from the scope of work. B.2.1 GENERAL This firm-fixed price requirement is for chiller plant and cooling tower water treatment services at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424 from 06/01/2024 to 05/31/2025, including four (4) option years. B.2.3 CHILLER PLANT/COOLING TOWER TREATMENT The contractor shall perform Water Treatment of the Chiller Plant/Cooling Tower as specified in the VHA Directive 1061(1), amended September 26th, 2022; as well as all current Federal and State Laws/Regulations. This includes but is not limited to: Yearly spring disinfection of cooling tower with report. Chemical treatment of tower throughout cooling season. Monthly chemical testing of tower to include bacterial slide tests. 90-day tower inspections with report. 90-day Legionella testing through certified laboratory. Yearly tower certification report. B.2.4 VENDOR QUALIFICATIONS All services must be performed in conformance with the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), ASHRAE, VHA Directive 1061 Veteran s Health Administration (VHA) Policy 1061 Prevention of Healthcare Associated Legionella Disease, VA Engineering Standard ES-2019-001 Cooling Tower Water Systems, and OEM standards. The vendor shall possess a Commercial Pesticide License to apply, and transport required pesticides in the state of New York.
