This is a Sources Sought Notice for the following services related to the Canandaigua VA Medical Center, Canandaigua, NY project 528A5-24-506 and the Bath VA Medical Center, Bath, NY project 528A5-24-507. Due to the similarity in scope and proximity of these projects, this procurement will encompass both projects under the title: Finger Lakes Station Wide Roof Assessment. Scope of Work Finger Lakes Station Wide Roof Assessment (Architectural Services) Projects 528A6-24-606 (Canandaigua) and 528A6-24-607 (Bath) GENERAL PROJECT WORK SCOPE DESCRIPTION The general scope of this project is to investigate and provide detailed reports on the conditions of roofs station wide. Existing Conditions (Canandaigua): The Canandaigua VAMC is located at 400 Fort Hill Avenue, Canandaigua, NY 14424. The layout is a campus with more than 30 buildings located on over 150 acres. Normal working hours are Monday Friday 8:00am 4:30pm. Buildings are generally 3 floors with a large attic space. All buildings are historical and may contain hazardous materials. The US Army Corps of Engineers is performing a major renovation to the campus and work under this scope may include coordination to access locations within their work area(s). Existing roofs are steep pitched and comprised of a mix of natural and composite slate shingles. All roofs utilize copper gutters and may contain integrated snow guards. Some buildings contain flat roofs which may contain mechanical equipment. A portion of the roofs are accessible by door or hatch, but majority will require additional means to access. Existing Conditions (Bath): The Bath VAMC is located at 76 Veterans Ave, Bath, NY 14810. The layout is a campus with more than 30 buildings located on over 100 acres. Normal working hours are Monday Friday 8:00am 4:30pm. Some buildings are considered historical and may contain hazardous materials. Existing roofs vary in size and pitch and are comprised of a mix of natural and composite slate shingles, architectural shingles, and roof membranes. Some roofs utilize copper gutters and may contain integrated snow guards. Some buildings contain flat roofs which may contain mechanical equipment. Accessibility of roofs vary across the campus. Scope of Work : Investigation: Provide investigation services on all buildings located on the Canandaigua and Bath VAMC campuses. Each building s roof shall be fully assessed using visual physical, and other investigative measures such as coring, thermal imaging, etc. All portions of the roofs shall be investigated including but not limited to slate and composite shingles, roof deck / insulations, membranes, roof vents and other penetrations, metal flashings, gutters, and other roof drainage pipes, etc. Some buildings contain multiple roof levels and types. Where accessible, undersides of roof structures shall also be assessed for integrity and be recorded with the evaluation. Where inaccessible, coordinate with VA to acquire access. If access is determined to be in-accessible, indicate so on all documents. Roof Adjacent items such as, but not limited to, penetrations, access doors, parapets, masonry, snow and ice guards, decorative elements, building systems (curbs, equipment, etc. that may affect roof performance or integrity) shall also be included. Investigation shall be in-depth to determine the following: Composition Estimated Age (unless known) Presence of Hazardous Materials Condition of Components and Structural Elements Deficiencies Level and Type of Repairs Recommended Roof adjacent items Access door conditions Roof penetration conditions, locations, and types Critical masonry conditions on parapets, roof tie-ins, etc. Gutters, flashings, facias, etc. All invasive investigations shall be done to maintain watertightness and integrity of existing structure. Cores of roofs shall be photographed with measurements overlaid to be included in final reports. All investigative measures should be considered to determine roof conditions including but not limited to, cores, thermal imaging, photography, etc. Specialized equipment used to perform investigation must meet all safety requirements and daily inspections shall be provided to VA COR. Report: A report shall be provided for each building. Each report shall include all roof levels and types and contain all findings. Report break-down shall be as follows. Building Name Building Location Building Description Roof Information (Per Type) Date (if known) Composition (detailed make-up of roof with materials and dimensions) Size Images Gradation of roof components Shingle/Membrane Insulation Barriers Structural (secondary and primary members) Flashings, Penetrations, Terminations, Joints, Seams, Transitions Etc. Mapping/Imaging All deficiencies shall be photographed, indicated on a roof plan, and include a detailed description of the deficiency as well as a scaled level of urgency (1-5, 5 being urgent, for example. Final scale to be determined by investigator) in order by urgency level. Images of all investigative types Thermal imaging and findings of thermal and moisture content Roof cores (images and locations) Etc. Photos and Maps of any other investigative measures performed. Report of Hazardous Materials All suspect materials shall be indicated and located including mapping and images. Suspect materials shall be compared to existing hazardous material reports. Suspect materials not indicated in existing reports shall be tested. Mapping of hazardous materials including test results shall be provided for each roof to meet all regulations regarding the processing and handling of hazardous materials. Recommendation of Repairs A final summary shall be provided including the findings of the investigation and all recommended repairs to bring roofs to satisfactory condition. All deficiencies shall include an estimated price to perform the work. Each report shall also include total estimate for complete replacement of roof systems and estimate for repairs required to meet current codes.. All items shall be input into an excel type document with tabs for each building as well as summary sheet(s) to allow for VA tracking as repairs are made. Deliverables Digital Digital findings shall be provided for all information gathered including reports, images, forms, etc. File structure shall be broken down by Campus > Building > Document Type (Images, Hazardous Materials, Forms, Maps, Final Report, etc.) All files shall be provided via file sharing and CD. Physical Two physical bound reports shall be provided to the VA. Each bound report shall include: Scope of Work Investigation approach Firm Information Information and Qualifications of Investigators Testing Agency(ies) Table of Contents Inclusive Reports per Building Phases Phase 1 shall include a complete initial report for review by the VA and COR for completeness, thoroughness, and formatting. Phase 2 shall include a preliminary final report including all comments by the VA and COR of phase 1. Phase 3 shall include a complete final report including all comments by the VA and COR of phase 1 and 2. If comments are not met or additional deficiencies are found, amendments to the final deliverable may be requested by the VA. In addition to deliverable phases, VA shall be provided preliminary report templates for approval prior to report generation. This includes all processes starting with submission and approval of all submittals and ending with final punch list completion.
