Solicitation Amendment 0001 Questions and Answers received: Question 1: We need the definitions of the UOMs (CO, JB, LT, etc) Answer: CO: Containers JB: Job LT: Lot (non-priced CLIN). This is not a required cost to be submitted as this identifies the start of each performance period. LB: Pound EA: Each HR: Hour Question 2: We need to understand the Pickup fee is this a flat trans rate? Is trans not being wrapped in? Answer: The Pickup fee is a flat fee it is not wrapped in. Question 3: What do they mean this needs to include, bulking, segregating, etc are we providing onsite packaging, or does agency mean back at the disposal site? Answer: The waste is packaged onsite for transport when they come onsite, it must be segregated by compatibility (segregated) and some waste streams are bulked. Question 4: ER Labor what exactly is this for ? spills on site? Could it be bio-waste responses? Answer: This is for spill response- chemicals and oil only, not bio-waste. Question 5: Do you have any requirements on response time? Answer: Emergency response is when needed at JJP facility. Question 6: On-site labor? How many people what does the UOM of JB mean? Answer: A minimum of two people are required for each pickup. JB-Job. Question 7: Does vendor need any special equipment to make these pickups, any limitations of the loading dock area? Will it just be a standard milk run pickup? Answer: No special equipment needed, no limitations on the loading dock. Answer: EPA s manifest system provides for tracking at each level of waste transport. The disposal facility sends the generator signed copy to JJP within 45 days. The disposal facility also enters an electronic signed copy into the myRCRA site. Certificates of destructions are provided by the contractor. Question 9: Certs of recycling who will be tracking these down for them as they will be all 3rd party facilities? Answer: Certificates of recycling are managed by the contractor and sent to the facility. Therefore, tracking is done by the contractor and the facility. Answer: The item noted within Section E.1 52.212-1 (b), Completed and signed VA Notice of Limitation on Subcontracting - Certificate of Compliance for Services and Construction (JAN 2023). has been removed from submission requirements.
