Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing ON-LINE COMPREHENSIVE DRUG REFERENCE SOLUTION for the VISN 2 VA Medical Centers. The North American Industry Classification Systems (NAICS) is 513210. Responses to this notice must be submitting in writing (email) and must be received not later than August 24, 2023 at 10:00AM. Email: Janice.Brooks@va.gov. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 513210. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. B.2 STATEMENT OF WORK STATEMENT OF WORK (SOW) On-Line Comprehensive Drug Reference Solution 1. Introduction and Overview The objective is to provide a real time, web based, subscription software solution which provides in-depth, comprehensive, referenced data on dosing, pharmacokinetics, drug interactions, therapeutic efficacy, disease state management, toxicology, product identification and basically all facets of drug related information required for the safe and effective delivery of health care. The solution will include: A product that allows clinicians to check for interacting drug ingredients, their effects, and their clinical significance. The ability to compare drug-drug (Rx & OTC), food-drug, drug-alternative medicine, drug-ethanol, drug-laboratory, drug-tobacco, drug allergy, ingredient duplication, drug-pregnancy, and drug-lactation interactions. The ability to make a drug-specific rather than class-specific comparison, for greater accuracy in interpreting interaction data. Information on the clinical management of the interaction, onset, severity of the interaction. A dictionary of drug terms, distinguishing trade names vs equivalent generic names. The project is essential to the VA mission of providing quality health care by making pharmaceutical references (both mainstream and complementary/alternative medicine) available to health care providers and patients. 1.1 Background VA VISN 2 Health Care Network, consisting of nine healthcare systems and all their associated facilities located in New York/New Jersey require online web access to a cross-searchable drug information database that includes international references for health care providers and patients. 1.2 Scope of Work A solution is needed that enables users to search across one platform rather than multiple platforms. This methodology provides a more efficient manner of retrieving necessary information to meet the clinical mission of serving Veterans within VISN 2. The content of this repository should include review of FDA-approved and investigational drugs, along with over-the-counter preparations. This would include, but not be limited to, information regarding dosage, pharmacokinetics, cautions, interactions, clinical applications, and comparative drug efficacy. Additionally, summaries of clinically relevant primary literature as it relates to pharmacological substances and their utilization. This requires a package of databases that contain information on drugs and clinical information which include information on chemical, pharmaceutical and related biological substances and clinical information. The databases must include: drug reviews, drug guidelines, clinical reviews and information from prescription drug labeling. The online platform must allow quick searches across all resources simultaneously in one search statement. Information is based on nationally recognized quality standards and includes graded recommendation and evidence information as a way to embed evidence-based medicine into clinical operations and to ensure that clinical decisions are in compliance with the latest national quality standards and evidence-based practices. Access is 24/7 for VISN 2 staff and reduces the need for multiple, individual copies of expensive resources. This package must assist all programs throughout the VISN in meeting standards and requirements for pharmaceutical informational resources as set forth by healthcare professional and accrediting bodies. The medical literature (e.g., items catalogued in PubMed/Medline) must demonstrate that the product(s) are identified as a standard for healthcare facilities located in the United States. The contractor is expected to troubleshoot access as needed. These resources are used at the point-of-care, and for in-depth research, are evidence-based, and used primarily by health professionals, researchers and students. Evidence that they are utilized successfully in other VA facilities must be provided. 1.3 Objectives VISN 2 staff needs access to an online drug information database to meet the mission of providing quality health care to Veterans. The reference must be able to search selected resources with one query and one interface. Access is required 24/7 for all staff at VISN 2 facilities. Remote access capabilities are required for users desiring that capability. 1.4 Period of Performance Base Year: October 1, 2023 to September 30, 2024 Option Year 1: October 1, 2024 to September 30, 2025 Option Year 2: October 1, 2025 to September 30, 2026 Option Year 3: October 1, 2026 to September 30, 2027 Option Year 4: October 1, 2027 to September 30, 2028 1.5 Payment Payment will be made only after satisfactory completion of concrete deliverables/service (i.e. access is available Network-wide via a static URL - IP access). 2. Requirements Access will be provided to employees, clinicians and trainees who practice and/or trained through programs within the following facilities/stations: 479- NY/NJ VA Health Care Network 526- Bronx 528- Western NY 528A6- Finger Lakes 528A7- Syracuse 528A8- Albany 561- New Jersey 620-Hudson Valley 630-NY Harbor 632-Northport VISN 2 VA Health Care Network s Healthcare Systems and all their associated facilities as per VISN 2 Locations - New York/New Jersey VA Health Care Network: Albany Stratton VA Medical Center Bronx VA Medical Center Northport VA Medical Center Syracuse VA Medical Center VA Finger Lakes Healthcare System VA Hudson Valley Health Care System VA New Jersey Health Care System VA New York Harbor Health Care System VA Western New York Health Care System Resources must include information related to drugs contained within the VA drug formulary, including information on drugs utilized in the acute care setting, as well as information relating to toxicology that would affect patients treated within the Department of Veterans Affairs. This access must be provided, via one interface and one search platform. The following tools and information necessary to provide safe and effective pharmaceutical care to Veterans must be included: Evidence based, point of care and in-depth research drug database tool that pharmacists and clinical staff can utilize immediately at the point-of-care with a patient. Includes an evidence-based application for mobile devices (e.g. iPhone, iPad and Android compatible smartphones). Quick and in-depth drug information (dosage, therapeutic use, known cautions, comparative efficacy, approved and off-label indications, pharmacokinetics, clinical applications, as well as drug identification tools) Comprehensive drug monographs, drug consults, and references Disease and Condition Management Clinical and medication dosage calculators and emergency treatment Drug identification (tablet/capsule identification) and drug images Drug comparisons Drug class overviews Multi-drug interaction tool (including pregnancy, lactation, tobacco, allergy) IV compatibility (syringe, TPN/TNA) Natural products, complementary, and alternative medicine, including international coverage Toxicology Information - clinical effects, range of toxicity, treatment to exposure, a toxicology and drug product lookup tool with active ingredient information, reproductive effects. Patient management and treatment protocols (including drugs, plants, household products) Lab recommendations including interpretations, values, and ranges Patient disease and drug education with medication instructions Oncology content Drug and dosing for different populations (Adults, Geriatric, Neonatal & Pediatric) FDA-approved or labeled indications, unapproved or off-label indications for drug therapy as well as information on international drugs. Martindale Global Drug Reference or its equivalent. Comprehensive and practical evidence-based international drug information to provide patient care for patients who travel overseas to non-United States territories. Global drug directory provides drug monographs, preparations, herbals, pesticides, toxins, preparations, references, drug consults, therapeutic courses of drugs and drug derivatives, treatment reviews, synonyms, chemical names, molecular structures, adverse effects, precautions, interactions, uses, administration, and pharmacokinetics. Administration, monitoring, compatibility, and admixing instructions for parenteral medications Extensive federal and state regulatory information including daily federal register updates Patent reports Regularly scheduled updates of this information not to exceed three-month intervals. 2.1 Contacts N/A 3.1 Tasks The contractor shall provide for the sites identified: a. License Rights for 24/7 desktop web access for all VISN 2 facilities and affiliated clinics as well as access to licensed content via mobile smart phones, specifically applications for download to Apple (iPhone, iPad) and Android compatible smartphones. b. Customer service shall be available to troubleshoot website/connectivity issues via phone, Teams and/or Webex screenshare, email, etc. c. The ability to access all resources via one query and one interface, within one or more selected resources. 3.2 End Results/Deliverables a. Static URL, password information (if necessary), product training, technical support numbers, account number, promotional materials, monthly usage statistics. b. The contractor shall provide usage statistics on a monthly basis. The format of the usage statistics is provided either via email or contractor provided login and should include session count, search count and total document retrievals per title. c. Contractor shall provide online database tutorials and live, instructor-led database virtual trainings. Contractor shall also provide on-site training, briefings and updates to VISN 2 if requested. d. If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware.
