Action Code: This is a pre-solicitation notice. Date: 06/07/2023 Contracting Office Address: 2875 Union Road Suite 3500 Cheektowaga, NY 14227 Product/ Service Code: The product/service code for this procurement is 2420, Tractors, Wheeled. Important: This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Quote (RFQ) at a later date. Description: The RFQ is planned to be issued in June 2023. The Quote due date is tentatively planned for June 23, 2023. The North American Industry Code Standard (NAICS) is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing and the annual size standard is 1,0000 employees. The planned procurement method is Simplified Acquisitions competed solicitation. The resulting contract is planned to be a firm-fixed price (FFP) contract. The procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFQ, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA). Set-Aside Status: The proposed contract is unrestricted; no set-aside is established. Additional Details: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFQ and attachments at https://www.beta.sam.gov when the RFQ is posted. Interested parties can register under the Interested Vendors List at beta.sam.gov. This will be the only method of amendment distribution; therefore, it is the OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website. Prospective Offerors must also be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM in order to participate in this procurement. STATEMENT OF WORK VAWNYHS Buffalo John Deere X738 Tractors Background: The VAWNYHS Buffalo/Batavia Grounds requires a brand name only procurement of two (2) John Deere X738 Tractors as additional equipment for the Buffalo and Batavia locations. Both locations currently have 1 John Deere X738 tractor with multiple attachments and is seeking the same make and model machines to be compatible with existing attachments. These equipment additions will allow both sites to be more efficient providing a safe facility for all veterans, visitors, and employees. Brand Name is important as the facility already owns non quick attach pieces and accessories for this brand of tractor. Failure to acquire this brand will result in more facility cost, as new attachments and accessories will need to be purchased. Scope: The VAWNYHS Buffalo Grounds and Transportation division of EMS requires (2) John Deere X738 tractors to support our efforts in keeping the facility clean and safe for our patients, families and employees. Specific Tasks: The proposed John Deere X738 Loaders shall meet the following VAWNYHS Buffalo technical requirements. The proposed John Deere Loaders shall be capable of performing multi seasonal work, specifically; salt spreading and de-icing application, snow removal, and grass cutting. The proposed John Deere X738 tractors must be able to integrate with Buffalo/Batavia facility owned John Deere X738 tractors angle plow attachment, snow blower and salt spreader attachments. The proposed tractors must be compatible with all current attachments currently owned and operated by the X738 tractors in VAWNYHS Buffalo. The proposed John Deere X738 tractors shall meet the following technical specifications: * Gasoline Engine * 25 Horsepower Motor or more * Electric Fuel Injection * Liquid Cooled * Enclosed cab with heater * 1200lb Towing capacity * Hydraulic Modulated PTO *All-wheel drive Equipment Summary Brand Name Only (2) John Deere X738 Signature Series Tractor without mower deck (2) John Deere 54-in. (137-cm) Quick-Hitch Front Blade (2) John Deere ROPS Hard Cab (2) 2022 CURTIS Fast Cast 2000 Spreader Deliverables: The proposed vendors shall be able to meet the following requirements: Vendor shall be able to provide a warranty that is 3 years minimum. Vendor shall sell new John Deere (Brand Name Only) equipment with manufacturer warranty.
