The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 2), Cheektowaga, New York intends to solicit quotes from contractors for Confined Space and Ropes Training in support of the Northport VA Medical Center located at 79 Middleville Rd, Northport, NY 111768. The VA anticipates issuing an RFQ for this requirement on or about July 5, 2023, to be posted to https://www.sam.gov. This procurement will be solicited in accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Perspective offerors must be registered in System for Award Management (SAM) at the time of submission of quotes. Contractors may obtain SAM information at https://www.sam.gov. NAICS Code is 611430 (Professional and Management Development Training) with a Small Business Size Standard of $16M. The Product/Service Code is U099. The solicitation will be unrestricted open market. All responsible businesses under the identified NAICS may submit quotes to be considered by the Agency. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the package, this may result in the contractor not being considered in the Government s Procurement Strategy. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP, as well as for any intended subcontractors. - Contractor shall provide 2 to 3 instances of experience which demonstrate that they are a firm regularly engaged in this type of work, to include subcontractors for those jobs. - Contractor shall provide a listing of any teaming agreements they intend to employ in the performance of this requirement if awarded. - Contractor shall supply proof of any applicable certification or training required to meet the regulatory requirements, if applicable. STATEMENT OF WORK Confined Space Technician Course Northport VAMC GENERAL INFORMATION Title of Project: Confined Space Rescue Technician with Rope Rescue Awareness and Operations/Rescue Technician: Rope 1/Rescue Technician: Site Operations course for 20 firefighters at the Department of Veterans Affairs Medical Center, 79 Middleville Road, Northport NY 11768. Scope of Work: One (1) NFPA 1006 Rope Rescue Awareness and Operations, Rescue Technician: Rope 1 or Rescue Technician: Site Operations National Certification Program for the Northport VAMC Fire Department, beginning on mutually agreed upon dates to include training and certification. and One (1) NFPA 1006 Confined Space Rescue Technician National Certification Program for the Northport VAMC Fire Department, beginning on mutually agreed upon dates to include training and certification. The vendor shall conduct the training at the Northport VAMC located at 79 Middleville Road, Northport, NY 11768. The training course shall be scheduled for mutually agreed upon dates for training and testing. Courses instruction and testing is in accordance with NFPA 1006. The vendor shall provide course materials, training manuals, handouts, and course certificates. Background: To maintain accreditation with the National Professional Qualifications Board (Pro-Board), each firefighter required to perform technical operations at the technician level employed by the Northport VAMC must meet the training requirements of NFPA 1006 Confined Space Rescue Technician Certification Program. Performance Period: The training course shall be scheduled for mutually agreed upon dates for training and testing. Place of Performance: Northport Veterans Affairs Medical Center, 79 Middleville Road, Northport NY 11768, Fire Department Building 15 Deliverables: Contractor shall provide Course Completion Certificates with Pro-Board Seal to all participants. Government Furnished Property: The government will provide projector for PowerPoint presentation, tripod and PPE for all students and an area to conduct training and testing. Contractor Supplied Property: The contractor will provide computer for PowerPoint presentation, appropriate training material including textbooks, surface supplied air cart and associated escape packs for Scott AV3000HT facepieces to conduct training and testing. Identification Personnel Security Requirements: The contractors shall wear visible company identification at all times while on the premises of the VAMC. It is the responsibility of the contractor to park in the appropriate designated parking areas. Smoking is prohibited inside any buildings at the VAMC or near entranceways. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to police search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court. Contractor Personnel Security Requirements: The contractor shall not have access to the Department of Veterans Affairs Computer systems. The certification and accreditation (C&A) requirements do not apply, and a Security Accreditation Package is not required. This contract does not involve VA sensitive information/data.
