CCTV Surveillance Camera Solicitation Number: 36C24223Q0248 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The combined synopsis/solicitation number is 36C24223Q0248. It is issued as a Request for Quote. The Government anticipates awarding one firm-fixed price purchase order resulting from this solicitation. This is a BRAND NAME ONLY, EXACT PRODUCT requirement. Requested units are limited to brand and manufacturer number (as specified in the line items) to prevent compatibility issues with existing VA owned components. Quote evaluations will be based on Best Value Criteria, in accordance with FAR 52.212-2, and utilizing the evaluation factors of price and delivery schedule. Quotes submitted for “like” items or brands will be dismissed without discussion. This procurement is limited to new equipment only. Used, gray, refurbished or aftermarket equipment will not be considered for this requirement. The Veterans Health Administration prohibits the use of gray/ aftermarket items in their Medical Centers. Gray/ aftermarket items are items outside of the original equipment manufacturer's intended distribution channels. Quotes for other than new, will be deemed non-compliant and will be removed from the competitive range without discussion. Quotes shall be Firm Fixed Price (FFP) and submitted for total requirement; variations/partials will be deemed non-compliant and removed from the competitive range without discussion. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2022-08 (eff. 10/28/2022) and VAAR Update 2008-32 (eff. 11/16/2022). This requirement is issued Total Small Business Set-Aside. The North American Industry Classification system number is 561621 with a size standard in number $22.0M, PSC 6750. Delivery Schedule/Installation: All equipment shall be delivered by, and installation completed by 60 days from the date of award. The cameras are to be installed on exterior of building, potentially exposed to the elements year-round. Cameras will be mounted on exterior of building approximately 20’ off the ground. These cameras are additional to existing current system of camera security system, not replacements. Therefore, compatibility with current system is critical. AXIS Q6010-E Camera is the only brand currently in use at Syracuse VAMC. Contractor will install all six (6) cameras and program the Milestone XProtect software. Software – Milestone XProtect software Contractor will ensure all six (6) cameras and Milestone XProtect software is installed and operating correctly with current security system. Contractor will train VA Police staff on system after installation to ensure installation and operations are not defective. SECTION 3: REFERENCES: Milestone XProtect software video management software (VMS) designed for large-scale and high security deployment will meet VHA protocol compliance directive in TRM Mgmt Group decision released 02/10/2022. Milestone XProtect software approved per TRM Mgmt Group – 2021 Rx Q1 CY2022:w/Constraints 6,8,12,13,14 through Q4 CY2023:w/Constraints 6,8,12,13,14 Submissions shall include any exception(s) and rationale for the exception(s). Quotes received without this statement will be assumed to infer those terms and conditions are acceptable without modification, deletion, or addition.
