Page 1 of 1 NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to M&S Fire Protection, LLC. for the survey, testing/evaluation, and mapping of approximately 629 fire/smoke dampers at the Bath and Canandaigua VA Medical Centers from within 120 days of award date. The NAICS code for this procurement is 922160. There are approximately 187 dampers at the Bath VA Medical Center and 442 dampers at the Canandaigua VA Medical Center to be serviced (see chart below). Buildings to be serviced: Facility Building Bath 34 Bath 76 Bath 78 Bath 104 Canandaigua 4 Canandaigua 6 Canandaigua 7 Canandaigua 8 Canandaigua 36 Canandaigua 37 Additionally, there are five (5) buildings (see chart below) at the Canandaigua VA Medical Center that require mapping services only. Contractor shall survey the buildings to determine if dampers are present and map them for future VA use. Buildings to be mapped: Facility Building Canandaigua 5 Canandaigua 10 Canandaigua 11 Canandaigua 12 Canandaigua 118 All services shall be in accordance with The Joint Commission (TJC), NFPA 80, 90A, 101, 105, and any other applicable NFPA standards. M&S Fire Protection, LLC. is the only known Service-Disabled Veteran-Owned Small Business (SDVOSB) vendor who can satisfy the above requirements in the Bath/Canandaigua, NY area for this service agreement. In accordance with 38 U.S. C. 8127 (b), VAAR 813.106-70 (b), VAAR 806.305-570 (b), VAAR 819.7008, and VA PPM 2016-05 (REV AUG 2019), the Department of Veterans Affairs plans to provide a sole-source award to M&S Fire Protection, LLC. or a total SDVOSB set-aside solicitation should any qualified/responsible vendors provide interest in this procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however, any firm that believes it can meet the requirements above may give written notification prior to the response due date and time. If no responses are received, the government will proceed with the award. Responses are due by January 18th, 2023, at 12:00 EST. Responses shall be submitted via email to Nathan.northrup@va.gov.
