They are as follows. 1. Name of Agency involved? - Department of Veterans Affairs 2. Does the change in incumbent location represent a downsize or upsize in space? Increase in space. 3. Is the Agency willing to accept Vacant Land Sites as well as Existing Buildings? It is preferred to be an existing but will accept all proposed sites. 4. Will the Award be more heavily considered for Lowest Price or Best Value from the Developer? This is a Best Value type of procurement. 5.
