As the system failed due to freezing temperatures, a pressure test will be needed to confirm system integrity prior to glycol installation. Please confirm all bidders will be required to do so. Answer: Repairs to damage from the freeze-up have already been made and pressure tested by inhouse personnel. All bidders are responsible for pressure testing their new work per contract specifications and drawings. If the system fails the pressure test, who is responsible for system repairs in order to provide a sealed system. This notice is for Solicitation Number 36C24222Q1128 - Project Number 632-22-137 Glycol Upgrade for Preheat Hot Water System at Northport VA Medical Center 79 Middleville Rd., Northport NY 11768. This shall be a Veteran Owned Small Business Set-Aside (VOSB). As a result, all VOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238220 and has a size standard of $16.5 Million. The cost estimate range for this project is between $100,000 and $250,000. Scope of Work: Upgrade the existing preheat hot water system in Building 200 North to a preheat hot glycol system of 30% solution concentration. This Project will utilize the re-use of the existing pumps, heat exchangers, air separator, expansion tank, piping distribution system, preheat coils (which were recently replaced), preheat coil control valves, automatic controls, etc. This requirement includes (a) Demolition work shall include but not be limited to demolition of existing glycol make-up system including tank, pump, piping connection to existing glycol system, and controls. Cap off existing glycol make-up tank piping connection at glycol system pipe and (b) New Work - Drain the existing preheat water system completely. Install a new glycol make-up system including tank, pump, controls and piping. Refill the system with 30% solution propylene glycol, approximately 1000 gallons will be required. Vent system, test operation and confirm proper flow through each of the four preheat coils. Furnish two 55-Gallon drums of 30% solution propylene glycol for future use, store in Basement MER at 200 North. Project Completion: Ninety-One Calendar Days from the Notice-to-Proceed (NTP) date. All other details and information, including drawings, specification, and statement of work shall be contained in the solicitation which shall be posted on https://beta.sam.gov. The solicitation will be released on or about August 19, 2022. The response submittal address, date and time will be included in the solicitation.
