Will there be VA personnel any time during the timeframe mentioned above to acknowledge and receive/sign service reports after task completion? Response: East Orange Campus: Yes , boiler plant operator will receive reports and sign sweeper in and out. Lyons Campus: Yes, Boiler plant operator will sign contractor in and out and will take receipt of sweeping ticket stating date, milage covered, time in/time out, location and cubic yards collected. What is the total measure of lane miles of streets needing service? Response: East Orange Campus: A total sweep of lots and roads are approx. 4/5 miles. Lyons Campus: Lyons campus is approx. 13 miles of sweeping covered What is the total square mile of parking lots needing service at each location? Response: East Orange: Questions 3./4.Volume of debris swept is between 3 and Don t know the weight in lbs. Lyons Campus: unknown the exact square mile. What is the total volume of waste collected per service in LBs? Response: East Orange Campus: Response is answered in question 3 response. Lyons Campus: On average it has been 3cu. Yds per sweeping event Could the primary contractor bid into this contract without having a public work registration if the teaming sub-vendor has public work registration in NJ to operate street sweeping services? Response: Yes Could you provide the property line at each location to clarify the area of service. Response: A map will be provided with this information once awarded for each campus. H) All vehicle operators shall possess a Commercial Driver s License from the state of New Jersey. The Contractor shall submit copies of all street sweeper operators to the COR for approval before they are allowed to operate a street sweeper on VA property. We noticed that one of the operator requirements is that the drivers have a CDL. Would there be an issue with using trucks that do not require a CDL or drivers to have a CDL? This will assist in pricing as there we are capable of performing with and without a CDL. Response: There is no issue with this at Lyons or East Orange, but in the past, it has been a large (CDL Class B) type sweeper that comes around. We expect 3 cu. yds. to be hauled out as normal, so if they can do it with a smaller truck that is up to the vendor , but we will not lower our quality standards because vendor chooses to use a smaller truck.

BACKGROUND: The Department of Veterans Affairs, New Jersey Health Care System (VANJHCS) is seeking for street sweeping services for its East Orange and Lyons Campuses. The type of maintenance, care and housekeeping is designed to promote clean and neat appearance throughout the campus. 2. SCOPE OF WORK: The contractor shall Provide all labor, equipment, supervision, tools, and all materials necessary to provide to provide year-round monthly street sweeping services of all roads and parking lots to include: a vacuum truck and operator, removal, and transport of sweepings for disposal from the grounds of the Lyons and East Orange Campus. 3. SPECIFIC REQUIREMENTS: All work shall be performed during the hours of 4:30 PM and 11PM, Monday thru Friday excluding Federal Holidays (defined as: New Year's Day, Birthday of Martin Luther King, Jr., Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day) during the third full week of the month. 4. Period of Performance: Date of award for 12 months with 4 option years. 5. Type of Contract: Firm Fixed Price contract with Base year and 4 option years. 6. VEHICLE AND OPERATOR REQUIREMENTS: A) Contractor shall possess a current Public Works Registration with the New Jersey Department of Labor & Workforce Development. B) Vehicles used for street sweeping services shall properly registered with the State Department of Motor Vehicles, the Board of Public Utilities, and the NJ Dept. of Environmental Protection. C) Vehicles used to sweep streets shall be capable of measuring and reporting the volume of waste material removed. Truckload capacity shall be plainly marked on sweeping vehicle(s). D) Vehicles transporting waste to a licensed collection point shall have an A-901 License to Transport Solid Waste. F) In addition, evidence shall be submitted that all receiving sites possess the required permits and licenses to accept waste from the Contractor. G) Vehicles shall be routed through major thoroughfares whenever possible and shall not be routed through residential areas immediately adjacent to the East Orange Campus. H) All vehicle operators shall possess a Commercial Driver s License from the state of New Jersey. The Contractor shall submit copies of all street sweeper operators to the COR for approval before they are allowed to operate a street sweeper on VA property. Connection to the water system to be coordinated with the COR and shall only be permitted with the use of an approved backflow preventer. Contractor shall be responsible for all cleanup due to performance of this contract to include spillage of any kind. The Contractor shall be accountable for all cleanup costs and restoration costs required due to damage of VA property through neglect or accident because of contractor employee actions Upon arrival to perform any street sweeping services, the Contractor shall report to the Plant Operations Supervisor, Bldg. 14, Ext. 21-4281. Upon arrival to perform any street sweeping services, the Contractor shall report to the Boiler Plant Foreman in Bldg. 8, 973-676-1000 Ext. 20-1882 or Boiler Plant Operator Bldg. 8, Ext. 20-1264. Upon completion of tasks the contractor shall provide a copy of service report to the COR. Service reports shall be signed by both the contractor and COR at completion of work. An electronic version of same shall be sent to the COR. Service reports shall include tasks completed to include areas worked on, number of workers involved, and hours worked.
