Combined Synopsis/Solicitation Notice 36C24222Q0954 Annual Exterior Window Washing Canandaigua, NY VA Medical Center Amendment 0001 The purpose of this amendment is to incorporate FAR Clause 52.204-22 and FAR Clause 52.237-2 to the Combined Synopsis/Solicitation Notice, 36C24222Q0954. Additionally, this amendment answers questions submitted after the site visit held on Wednesday, August 3, 2022. 52.204-22 Alternative Line-Item Proposal Alternative LINE-ITEM Proposal (Jan 2017)       (a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror s practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.       (b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable. 52.237-2 Protection of Government Buildings, Equipment, and Vegetation. Protection of Government Buildings, Equipment, and Vegetation (Apr 1984) The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price. All other terms and conditions remain the same. Questions received from potential bidders, as well as answers provided: Question 1: Will the screens be removed by the facility or is it the responsibility of the Contractor? Answer: We are requesting alternative line-item proposals (see clause 52.204-22). Option A) Offer shall include pricing where screens are removed and replaced by VA staff for base and each option year.
