The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 2, in Northport, NY is seeking potential sources capable of performing engineering services to provide a design for the upgrade boiler plant project at the Northport VA Medical Center79 Middleville Rd | Northport, NY 11768 This Source Sought will determine interest and capability of the VOSB and SDVOSB community and how to best set this procurement aside. The proposed NAICS code for this requirement is 541330, with a small business size standard of $16,500,000.00. The Statement of Work (SOW) provides details of the work to be performed, the standards to be met, and the regulatory guidance to be complied with. If your organization is capable of meeting the requirements of the SOW, you may indicate your interest in providing these services by providing the following information: Business Name Point of Contact SAM Unique Entity ID Capability Statement (no more than 6 pages) showing History working with design of boiler plants or similar in scope items within VA hospitals within the last 5 years. Vetbiz certification either VOSB or SDVOSB Scope of Work PROJECT NO. 632-22-900, UPGRADE EXISTING BOILER PLANT The Northport VA Medical Center (NVAMC) needs to upgrade the existing centralized Boiler Plant. Currently, the site is served by four (4) existing 1,100 BHP (40,000 PPH Steam) High Pressure Water Tube Steam Boilers operating at 110 PSIG. These Boilers are 53 years old and have aged well beyond their useful life. The Central plant serves the Main Hospital along with multiple ancillary Buildings through an underground Steam distribution and condensate return system (currently being replaced). Additionally, a Combined Heat and Power Plant (CHP) is under Construction which will eventually provide supplemental Power and Energy Recovery for the site. The Boiler Plant upgrade Project will need to include the integration of the existing CHP infrastructure and be incorporated into the design. This Project will utilize the re-use of the existing Boiler building and will require complete demolition, removal, and Upgrade of all existing Boiler systems, utilities, and structural elements. The CHP systems within the Plant will require some demolition to accommodate Phased tie-ins for and to the new Boiler Plant systems. The following is a list of systems requiring Demolition within the existing building/roof for the Boiler Plant Upgrade: Mechanical: Demolition work shall include but not be limited to the following: Demolition of existing Boilers, Deaerator, Boiler controls, Surge Tank, Flash tank, Pumps, Boiler feed piping, Steam Piping, Condensate Piping, condensate transfer piping, Pressure safety relief vents, blowdown piping, vents, Softened water, Make-up water, chemical treatment systems and piping, Natural Gas Piping, Gas vents, Fuel oil pumps and associated piping. Demolition of existing exhaust Fans, H & V Units, Unit Heaters and related piping and controls. Demolition of existing Boiler stacks, structural supports, pipe hangers, and supplemental steel. Plumbing / Fire Protection: Demolition work shall include but not be limited to the following: Demolition of existing roof storm drains, storm water piping, domestic cold-water piping, domestic hot water piping, domestic hot water heater, plumbing fixtures, floor drains, sump pumps and associated piping Sprinkler piping, sprinklers heads, Air Compressors and associated compressed air piping for Boiler controls and Burner fuel oil atomization. Electrical: Demolition work shall include but not be limited to the following: Demolition of existing wiring/conduit and electrical panels supplying power to all existing Boilers and related equipment. Demolition of all lighting, lighting panels and associated wiring/conduits. Demolition of existing Emergency Generator and associated power distribution. Architectural / Structural: Demolition work shall include but not be limited to the following: Demolition of existing Louvers, windows, interior doors, exterior overhead door, Architectural wall finishes, floor finishes, ceilings, roofing/roof penetration structural framing, roof curbs, stairs, platforms, equipment pads and all trench plates. Site Work: Demolition work shall include but not be limited to the following: Demolition of existing paving, sidewalks, steps, platforms, railings, fencing, etc. Note: The existing Boiler Control Room has recently been upgraded under the current ongoing CHP contract including new HVAC, walls, doors, ceiling, etc. and is to remain as is with only upgrades to the Boiler Monitoring and control system. New Work: The Boiler Plant Upgrade Project new work shall include but not be limited to the following: Provide all new Boilers, Boiler Controls (interface with existing site Johnson FX BMS), Boiler ancillary systems, such as water softeners, chemical treatment, Deaerator, surge tank, boiler feed pumps, boiler utilities, building utilities such as lighting and power, emergency generator, Fire Protection, Fire Alarm, HVAC systems, site work, building finishes, doors, windows, roofing, and other structural elements at the Northport VA Medical Center. The new Boiler Plant design shall be coordinated with the existing CHP and have all systems integrated and tied into the new design and layout including all utilities and controls. Provide a temporary Boiler design for full continuous steam pressure to the site at all times. The CHP Plant shall remain in operation throughout construction and provide power, heat recovery and steam pressure at all times During schematic design the A/E shall conduct an engineering survey of the project site to: Locate and test all asbestos containing materials within the Boiler Plant to implement complete demolition inside the plant. Remediation measures to remove the ACM shall be included in the design documents. Determine current and projected Steam loads for the site. Review Boiler logs and hourly gas meter data. Conduct interviews with Boiler operators and other VA staff. Incorporate impact of new combined heat and power plant (CHP) on Boiler operations. CHP will be operational by Spring 2022. A report on the engineering survey results shall be submitted for approval in advance of the 30% Schematic Design submission. The AE shall prepare a report for 30% Schematic Design submission that includes: Executive Summary. Approved results of the engineering survey described above. Recommendations on two (2) different Boiler Plant configurations as follows: Three (3) High Pressure Firetube Steam Boilers. Three (3) High Pressure Water Tube Steam Boilers. Each configuration option shall include the following considerations: Requirements for N + 1 redundancy (not including 1 Boiler off-line for inspection). VHA Boiler Plant Design requirements (Latest Edition). VHA Boiler Plant Safety Device Testing Requirements. VHA High Pressure Boiler Directive Requirements. Venting and combustion air requirements. Current and Future Peak Loads. Current and Future Operating Load profiles. Ability to maintain stable and efficient boiler operations at all times. Ability to service Boilers and related auxiliary equipment throughout their service life. Life Cycle Cost. Each configuration option shall include the following: Boiler sizes, type, and locations. List of major scope items. Floor plans showing location and layout of all new equipment. Separate one (1) line piping schematics for Fuel Oil, Natural Gas, Boiler feedwater and Steam/Condensate. Estimated Construction Cost. Impact on construction phasing and coordination for temporary boiler installation. Impact on serviceability and reliability. Impact on Operations and Maintenance Costs. Recommendations on the following system components: Boiler Stack Flue Gas economizers. Boiler Blowdown Heat Recovery. O2 Trim. Deaerator tank, feedwater pumps and controls. Condensate Surge tank and condensate return pumps. Flash tanks and condensate coolers. Controls. Sub-meters. Rigging and constructability issues. Service interruptions. Emergency Power Requirements. Dual RPZ backflow preventers for Boiler make-up water. Supporting Documentation including calculations, Boiler Logs, photos, test results, etc. Technical design disciplines include, but are not limited to Architectural, Fire Protection, Structural, Mechanical/HVAC, Plumbing, Electrical, Fire Alarm, Environmental / CIH / IH Engineering, Health Facility Planning, Scheduling, and Cost Estimating at a minimum. The Project will comply with VA-adopted codes and standards including VA Directives, Design Guides (including, but not limited to the current Steam Boiler Plant Design Guide, Design Manuals, Master Construction Specifications, Design Criteria, Applicable Codes, and other relevant documentation available on the Technical Information Library (http://www.cfm.va.gov/til/). The rough order of magnitude cost of construction is estimated to be $25M. I. SCHEMATICS (30%). General Scope. The Architect/Engineer (A/E) shall review the program materials furnished by VA to ascertain the requirements of this phase of the work and shall prepare documents illustrating the design (demolition and new work) for review and approval of VA as further described in the Submission Requirements, which details the minimum requirements for each A/E submission. The A/E shall be meet with end users and other Integrated Project Team (IPT) members during Charrette meetings which may take an entire day (8 hours) to complete. Charrette meetings Services under this phase shall include but not be limited to all requirements as defined in the A/E Submission Instructions for Minor and NRM Construction Program (PG 18-15, Volume C). Services under this phase shall include, but not be limited to the following: (1) Architectural Design including floor plans, sections, elevations, preliminary selection of building systems and materials, development of dimensions, Space Planning including the net and gross areas; (2) Structural Design as listed in the Submission Requirements; (3) Boiler Plant and HVAC Design as listed in the Submission Requirements; (4) Plumbing Design as listed in the Submission Requirements; (5) Electrical Design as listed in the Submission Requirements; (6) Fire Protection Design as listed in the Submission Requirements; (7) Fire Alarm Design as listed in the Submission Requirements, (8) Environmental Design performed by the CIH/IH as required by the Design Narrative; (9) Space Planning Analysis in tabular form; (10) Cost Estimate; (11) Phasing Plans and (12) Fire Life-Safety Plan listing the relevant NFPA Codes that the project is to comply with (13) Specifications and (14) Design Narrative to include calculations, Geotechnical reports, Subsurface Utility investigation reports/drawings, etc. for each discipline as listed in the Submission Requirements. II. DESIGN DEVELOPMENT DOCUMENTS (60%). General Scope. The Architect/Engineer (A/E) shall review the program materials furnished by VA to ascertain the requirements of this phase of the work and shall prepare Design Development Documents illustrating the design (demolition and new work) for review and approval of VA as further described in the Submission Requirements, which details the minimum requirements for each A/E submission. Services under this phase shall include but not be limited to all requirements as defined in the Submission Requirements. Services under this phase shall include, but not be limited to the following: (1) Architectural Design including floor plans, sections, elevations, preliminary selection of building systems and materials, development of dimensions, net program areas and gross areas; (2) Structural Design as listed in the Submission Requirements; (3) HVAC Design as listed in the Submission Requirements; (4) Plumbing Design as listed in the Submission Requirements; (5) Electrical Design as listed in the Submission Requirements; (6) Fire Protection Design as listed in the Submission Requirements; (7) Fire Alarm Design as listed in the Submission Requirements, (8) Environmental Design performed by the CIH/IH as required by the Design Narrative; (9) Space Planning Analysis in tabular form; (10) Cost Estimate; (11) Phasing Plans and (12) Fire Life-Safety Plan listing the relevant NFPA Codes that the project is to comply with (13) Specifications and (14) Design Narrative to include calculations, etc. for each discipline as listed in the Submission Requirements. III. CONSTRUCTION DOCUMENTS (95%). General Scope. Based upon the approved Schematics and Design Development Documents, equipment layouts, other program materials furnished by VA, and any further adjustments in the design scope or quality of the Project, the A/E shall ascertain the requirements of this phase of the work and shall prepare, for approval by VA, Construction Documents and other documents setting forth in detail the requirements for bidding and contracting for the con struction of the Project and as further described in Submission Requirements. Services under this phase shall include: The Architect/Engineer (A/E) shall review the program materials furnished by VA to ascertain the requirements of this phase of the work and shall prepare Schematic Documents illustrating the scale and relationship of Project components for review and approval of VA as further described in the Submission Requirements, which details the minimum requirements for each A/E submission. Services under this phase shall include but not be limited to all requirements as defined in the Submission Requirements. Services under this phase shall include, but not be limited to the following: (1) Architectural Design including floor plans, sections, elevations, preliminary selection of building systems and materials, development of dimensions, net program areas and gross areas; (2) Structural Design as listed in the Submission Requirements; (3) HVAC Design as listed in the Submission Requirements; (4) Plumbing Design as listed in the Submission Requirements; (5) Electrical Design as listed in the Submission Requirements; (6) Fire Protection Design as listed in the Submission Requirements; (7) Fire Alarm Design as listed in the Submission Requirements, (8) Environmental Design performed by the CIH/IH as required by the Design Narrative; (9) Space Planning Analysis in tabular form; (10) Cost Estimate; (11) Phasing Plans and (12) Fire Life-Safety Plan listing the relevant NFPA Codes that the project is to comply with (13) Specifications and (14) Design Narrative to include calculations, etc. for each discipline as listed in the Submission Requirements. IV. SITE SURVEYS, SUBSURFACE AND OTHER INVESTIGATIONS. The A/E shall arrange for and oversee the performance of topographic surveys, test borings, test pits, soil tests, subsurface exploration, and other such investigations as he/she determines are required for the proper design of the Project. V. PROJECT INDUSTRIAL HYGIENIST. The A/E shall retain the services of an industrial hygienist (IH). The A/E or the IH have the option of preparing the asbestos drawings. The IH consultant shall have qualifications as further described in Submission Requirements. The IH consultant shall provide to the A/E all services as further described in Submission Requirements. The services include all A/E IH services associated with asbestos for the Schematics, Design Development and the Construction Documents stages of the VA design process and the Construction Period Services of the Project. The AE shall be responsible for providing all design documents for the Project. The IH consultant shall coordinate with the A/E to ensure that fully coordinated drawings are provided for all asbestos abatement and related restoration work. VI. BID ALTERNATES. Throughout all three the design phases (schematics, design development and construction documents), the A/E shall identify deduct alternates which will add up to at-least 10 percent of the total construction estimate. The alternates shall be such that, they can be exercised, and the project will still result in a complete, fully functional space for the end-user. VII. SERVICES DURING BIDDING PERIOD. The A/E shall review and provide comments on contractor s bids if requested to do so by the Contracting Officer. VIII. SERVICES DURING THE CONSTRUCTION PERIOD. The A/E shall act in an advisory and consultant capacity to the Contracting Officer and the Resident Engineer/COR. The A/E, when requested, shall assist the Contracting Officer and the Resident Engineer/COR as follows: (1) review submittals in a timely fashion; (2) review and respond to Request For Information (RFI s) received from the contractor in a timely fashion (3) review and comment on contractor s proposals for any modifications if requested to do so by the Resident Engineer/COR. and/or the Construction Contractor's cost proposals for construction modifications when requested by the Resident Engineer. The A/E shall review and offer a return with the A/E s shop drawing review stamp indicating the recommended action (Approved, Approved as Noted, or Rejected Resubmittal Required). The A/E shall note all deviations from the requirements of the construction documents that he has found in the Construction Contractor's submittals right on the submittal or attach their comments to the submittal and return to the Resident Engineer/COR four hard copies and a courtesy electronic pdf document. When requested to do so by the Resident Engineer/COR, the A/E will come out to the construction site for inspections and/or observation of a field condition which caused the RFI to be generated, etc. The A/E shall follow up each field visit with a field report within 72 business hours of the site visit. The AE shall also provide the As-Built drawings based on red-line drawings submitted by the contractor and field observations. IX. CONTRACT SECURITY. This contract does not involve VA sensitive information and contractor personnel do not require access to VA systems. Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of VA. In accordance with Veterans Affairs Acquisition Regulation (VAAR) clause 852.219-10(d)(1) a Service-Disabled, Veteran-Owned, Small Business (SDVOSB) may not pay more than 50 percent of the amount paid to it by the Government to firms that are not similarly situated.
