The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for a root cause investigation of ceiling lifts in the Spinal Cord Injury/Disorder (SCI/D) Department, at the James J. Peters VA Medical Center (130 West Kingsbridge Road Bronx, NY 10468). The result of this market research will contribute to determining the method of procurement. The North American Industry Classification System (NAICS) Code is 541380 — Testing Laboratories. STATEMENT OF NEED: The Spinal Cord Injury/Disorder (SCI/D) Department at the James J. Peters Veterans Affairs Medical Center located at 130 West Kingsbridge Road, Bronx NY, 10468 is seeking specialty engineering services to perform a root cause analysis on a broken ceiling lift. A ceiling lift system facilitates lifting and movement of the patient to and from bed, stretcher, chair, etc. Recently, a ceiling lift strap failed. Ceiling lifts have since been taken out of service in the patient rooms with similar conditions as a precautionary measure. The Contractor shall pick up three units from the medical center, the failed unit, an in-service unit, and a new unit. A root cause analysis shall be performed on each unit at the contractor’s facility. The contractor must be qualified and capable of performing visual inspections, tensile testing, disassembly, functional testing of switches and components, optical stereomicroscopic examination, and scanning electron microscopic (SEM) examination with energy dispersive x-ray spectroscopy (EDS) analysis. At the conclusion of testing, a detailed report of findings shall be provided, and all equipment will be returned and reassembled at the medical center. Contractor is required to furnish all labor and equipment to accomplish the task. All work should be completed within 30 calendar days. THERE IS NO SOLICITATION AT THIS TIME. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
