The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Temporary Janitorial Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561720. Statement of Need: The James J. Peters VA Medical Center (130 W. Kingsbridge Rd., Bronx, NY 10468) has a requirement for Temporary Janitorial Services. The James J. Peters VA Medical Center requires ten (10) additional housekeepers and one (1) housekeeping supervisor to maintain and perform up-scaled janitorial operations due to COVID-19. With additional sanitizing needed and continuous turnover and absenteeism of cleaning staff, the Medical Center Director has authorized the temporary hiring of additional housekeeping staff. Normal business hours for housekeeping services are between 7:00 a.m. to 11:30 p.m. every day including Federal holidays. The bulk of the work shall be performed between 2:00 p.m. and 10:30 p.m., which is the time the supervisor is required to be on site. The James J. Peters VAMC is open 24 hours per day, 7 days per week, including Federal holidays. Period of Performance for this requirement shall be for 120 days with one option for an additional 120 days. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Agencies shall train their employees in appropriate cleaning and disinfection procedures following Centers for Disease Control and Prevention (CDC) Guidance as well as for interaction with private sector temporaries to assure that the supervisory responsibilities identified in paragraph (a) of 5 CFR § 300.501 – Definitions are carried out by the temporary help service firm. At the same time, agencies must give technical, task-related instructions to private sector temporaries including orientation, assignment of tasks, and review of work products, in order that the temporaries may properly perform their services under the contract. This requirement covers approximately 239,088 square feet, which includes lobbies and corridors, elevators, 31 public restrooms, and the Community Living Center, which has 46 patient rooms. Elements included in this requirement, but are not limited to, are: Administration Areas; Break Rooms; Corridors; Drinking Fountains; Elevators and Doors; Entryways; Exam Rooms; Hallways and Lobbies; Hard Surface and Carpeted Floor Care; Heat Convectors, Radiators and Vents; House Keeping Aide Closet; Ice Machines and Water; Dispensing Units; Kitchen and Dining Areas; Labs; Laundry Room; Light Fixtures; Lobbies; Mini Blinds; Offices; Patient Rooms; Public Areas; Reception Areas; Refrigerators; Restrooms; Shower Areas; Sinks; Stairwells; Waiting Areas; Windows; and X-Ray Rooms. The housekeeping supervisor shall have written certification of experience and copies of any formal training program (i.e., National Executive Housekeeping Association (NEHA). The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
