The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought notice as a means of conducting market research to identify parties having an interest in and the resources to support a Water Treatment Consulting and Monitoring Service requirement, at the James J. Peters VA Medical Center (130 West Kingsbridge Road Bronx, NY 10468). The result of this market research will contribute to determining the method of procurement. The North American Industry Classification System (NAICS) Code is 541620 Environmental Consulting Services. STATEMENT OF NEED: The James J. Peters VA Medical Center (VAMC) anticipates a requirement for a water treatment consultant to help optimize water and energy use and minimize maintenance and equipment costs/replacement for a system that includes three (3) boilers, six (6) chillers, and one (1) chilled water loop. This requirement is for an experienced water treatment consultant to serve as an independent advisor to the VAMC Facilities Management Service Staff in compliance with VHA Directive 1810(1). Tasks may include reviewing reports, establishing a performance tracking program, preparing logs, performing chemical testing, inspecting equipment, and providing recommendations. Contractor shall provide all labor, personnel, supervision, and equipment necessary to perform their duties. All work should be completed by a consultant with a minimum of five (5) years of consulting experience and ten (10) years of experience in the water treatment industry. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information and does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
