Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 2), Cheektowaga, New York intends to solicit quotes from contractors to provide AMBULANCE SERVICES for the Buffalo and Batavia, NY VA Medical Centers. The VA anticipates issuing an RFQ for this requirement on or about June 7, 2022, to be posted to SAM.gov. This procurement will be solicited in accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Perspective offerors must be registered in System for Award Management (SAM) at the time of submission of quotes. Contractors may obtain SAM information at https://www.sam.gov. PURPOSE AND OBJECTIVES: The intent of this Sources Sought Notice is to identify potential offerors capable of providing as needed Ambulance Transportation Services for the Western New York VA Healthcare System. The proposed contract action is expected to be a Firm-Fixed IDIQ Contract with an anticipated period of performance of 07-01-2022 to 06-30-2027. STATEMENT OF WORK SUMMARY: The Buffalo and Batavia, NY VA Medical Centers are seeking a provider for Ambulance Transportation. These services are required 24 hours/day, 7 days per week as requested. The origination site for transport services on this contract may be in any of the listed counties. The contractor shall be licensed to provide Ambulance services in the required counties. The contractor shall provide all personnel, vehicles, equipment, supplies and any ancillary support required. Performance Areas - New York State counties of Erie, Niagara, Chautauqua, Allegheny, Cattaraugus, Genesee, Monroe, Livingston, Orleans, Onondaga, Sullivan, Steuben, and Wyoming. RESPONSE: Responses to this Sources Sought Notice should demonstrate the firm's experience in delivering the service listed above, as well as capability of performing these services in the areas listed above. Responses should include the following information: Business name, address, SAM Unique Entity ID, business size and Socioeconomic Category (HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Small Business, Large Business, etc.), FSS Contract # if applicable, and point of contact to include e-mail address and telephone number.
