SCOPE OF WORK Project No. 528A6-19-607 Upgrades to SPS HVAC Bath VA Medical Center 76 Veterans Avenue Bath, NY 14810 The scope of this project is the contracted installation of an upgraded central heat and air (HVAC) distribution system in the Sterile Processing Services (SPS) area of the Hospital (Building 76). The existing system has does not have enough capacity to meet the VA s temperature and humidity criteria. The contracted installation of the A/E design to upgrade the SPS HVAC in B76 on 3rd floor will increase the capacity of the system to meet VA SPS standards. This upgraded HVAC system will allow the Material Management Department to consolidate all its inventory, including Reusable Medical Equipment (RME), for the Hospital in one location. All construction will follow the plans and specifications as prepared by the A/E firm. 1

This pre-solicitation notice is to inform potential offerors that the Bath, NY VA Medical Center will be posting a solicitation (36C24222B0082) on or about October 15, 2022, for the installation of an upgraded central heat and air (HVAC) distribution system in the Sterile Processing Services (SPS) area of the Hospital (Building 76). All work to be perform at the Bath, NY VA Medical Center. General scope of work includes: The scope of this project is the contracted installation of an upgraded central heat and air (HVAC) distribution system in the Sterile Processing Services (SPS) area of the Hospital (Building 76). The existing system has does not have enough capacity to meet the VA s temperature and humidity criteria. The contracted installation of the A/E design to upgrade the SPS HVAC in B76 on 3rd floor will increase the capacity of the system to meet VA SPS standards. This upgraded HVAC system will allow the Material Management Department to consolidate all its inventory, including Reusable Medical Equipment (RME), for the Hospital in one location. All construction will follow the plans and specifications as prepared by the A/E firm. It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 238220, "Plumbing, Heating, and Air Conditioning Contractors", with a size standard of $16.5M. Therefore, this procurement is 100% set-aside for a SDVOSB. The magnitude of the project is between $250,000 and $500,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated this contract will be awarded o/a November 30, 2022. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for bid details, specifications, drawings, and contract forms will be available on http://www.beta.sam.gov in electronic format only. These should be available on or about November 18, 2022. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening. Once the solicitation is released, bids will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic.
