This Pre-solicitation notice is Solicitation Number 36C24222B0047 and Project Number 561A4-16-101 to Renovate the Acute Mental Health Unit B143 CW at the VA New Jersey Healthcare Systems Lyons Campus at 151 Knollcroft Road, Lyons, NJ 07939. This procurement is a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, eligible SDVOSB's may submit a bid in response to the anticipated Invitation for Bid (IFB), which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The cost estimate range for this project is $1,00,000.00 to $5,000,000.00. Statement of Work: The contractor shall furnish professional construction services for Project Number 561A4-16-101 to Renovate the Acute Mental Health Unit B143 CW at the Lyons Campus of the VA New Jersey Healthcare System. The scope of the project includes the construction of an open concept Nursing / Communications station in Bldg. 143 CW and addressing safety deficiencies that represent environmental risks to veteran patients who will be treated on this acute inpatient mental health unit. The deficiencies identified by the Mental Health Environment of Care Checklist (MHEOCC) to be addressed include the removal of existing wood trim on the unit, the upgrading of existing closets, the elimination of blind spots, the repair of wall finishes, the upgrading of handrails, anti-ligature toilets, padded flooring in isolation rooms and the patient bedrooms will be upgraded with repaired and painted walls, flooring, the installation plumbing to accommodate the replacement toilets and tile replacement and repair in the bathrooms. The space will not be occupied during construction. All work will be completed in compliance with drawings and specifications provide. The contractor may work after hours with the permission of the contracting officer. Contractor is to start immediately after receiving the Notice to Proceed (NTP) with an estimated completion time of 180 calendar days. All other details and information shall be contained in the invitation for bid (IFB) documents published under this solicitation number which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about May 23, 2022. The response submittal instructions, date, and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be electronic; hardcopy and faxed bids will not be accepted. It is the responsibility of the prospective bidder to ensure the timely delivery of their bid package. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
