This pre-solicitation notice is for Solicitation Number 36C24222B0010 - Project Number 561A4-21-107 for the Replacement of the LED Head Fixtures Street Lights at the VA New Jersey Healthcare Systems (NJHCS) Lyons Campus at 151 Knollcroft Road, Building 3, Lyons, NJ, 07939. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The estimate price range for this project is $500,000 and $1,000,000. Scope of Work: 1. Description. The contractor will be required to furnish professional services to replace the LED head fixtures for the Street light poles at the VA NJ Health Care System, Lyons, NJ 07939. 2. Background. The VA New Jersey Lyons campus has outdoor lighting that are in need of replacement due to faulty connections or nonfunctional heads on the LED light fixtures. The purpose of this project is to replace roughly 300+ fixtures. These nonfunctional fixtures create a vulnerability for our Veterans and staff walking around the campus during periods of low visibility, i.e., evenings, early mornings or during treacherous weather conditions. 3. General Scope. The scope is to remove all faulty connection or nonfunctioning LED luminaires, and replace them with the correct corresponding replacement part(s). The Lyons facility has two (2) sizes of the Hapco light poles style 28546, 12 feet and 16 feet. The existing poles have varying LED luminaires, and all (luminaires) are included in this project. This project includes the replacement of the Cobra LED heads (both single and dual heads). NOTE: existing poles are to be used, this project is only luminaire replacement. 4. Specific Tasks. The vendor is to remove all nonworking LED heads and replace them with the appropriate replacement LED head. A. Vendor will first need to survey site to determine the location and quantity of all nonfunctional luminaires. Vendor will then compile a list and diagram representation plan of where all nonfunctional lights are located. List and diagram to be provided to the COR for validation. List should include current Fixture type i.e., Beacon Products Type A MET30/PC/36NB-90/UNV/DIR3/DEF/BB. B. Once list and diagram are verified by COR, the vendor will replace the LED luminaires on the nonfunctional lights; replacement to include changing of the connections if necessary. Existing LED fixtures could be out of circulation, comparable replacement maybe used, upon approve by the COR and the appropriate VA stakeholders. C. Vendor to include testing of proper conditions upon installations. D. Vendor to dispose of nonworking LED luminaries. Project Completion: Contractor to start immediately after receiving the Notice to Proceed and complete required work in 90 calendar days All other details and information shall be contained in the solicitation which shall be posted on www.beta.sam.gov. The solicitation will be released on or about November 17, 2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic with hardcopies mailed in by a given date; faxed or hand delivered bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
