(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5 Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through beta.sam.gov on RFQ reference number 36C24221Q1485. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 (eff. 07/12/2021) & VAAR Update 2008-28 (eff. 01/27/21). (iv) This solicitation is a Small Business set-aside open market solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is with a small business size standard of $8 Million. The FSC/PSC is J063. (v) This is a services contract to provide Steam Turbine Rebuild at the Brooklyn VA Healthcare System located at 800 Poly Pl Brooklyn NY 11209. The Contractor shall provide clear pricing as the Contracting Specialist will need to distinguish between the varying costs of the procurement in order to determine price reasonableness. (vi) The required work is as contained below in the Statement of Work. STATEMENT OF WORK Introduction and Background The VA New York Harbor Healthcare System is dedicated to providing quality health care to veterans using the abilities of all employees supported by our commitment to education and research. The VA NYHHS Engineering Service function is dedicated to optimizing the health care and overall physical environment of the Brooklyn Campus and ensuring the seamless operation of the Medical Center. One of the major VA NYHHS Engineering Service s objectives is the prevention of Engineering related and Construction/Maintenance related Safety Hazards. The VA NYHHS Engineering Service is assuring the continuous operation of essential patient services to our Veterans and rapid response to conditions which may interfere with such services. VA NYHHS Brooklyn Campus Boiler plant Steam Turbine that is responsible for producing steam is damaged, Resulting in severe potential conditions and further damage to the boiler, as well as low hot water pressure, throughout the facility. In order to maintain proper operation of the Boiler Plant, and prevent further damage an emergency rebuild will be needed. Failure to do so will cause complications for operations and possible Safety Hazards for the facility impacting direct patient care such as hot water, heating and cooling, sanitization and other critical areas. Objective The VA NYHHS Engineering Service is requesting the procurement of rebuild of the Boiler plants (Tuthill Coppus 19HP Steam Turbine SN. 03T7039) The Contractor shall provide all labor, material tools, equipment, supervision, and other related items required to complete the project as per scope of work. Contractors are advised to visit the site, verify the existing site conditions to develop their proposal. Specific Requirements A site visit is required to verify existing conditions, location of the Turbine, and its damage and safety requirements. The contractor will Disassemble, clean, and inspect all parts The contractor will install new replacement element bearings The contractor will Furnish and install OEM Parts: not limited to compounds gasket, throw rings, oil rings, internal trip valve rebuild kit, bonnet internal repair kit, and new carbon ring kit. The contractor will reassemble and paint The contractor will be responsible for field service work onsite removing Coppus steam turbine, Transporting to site shop for overhaul, and return turbine to VA site The contractor will install repaired steam turbine pump The contractor will perform Laser alignment in both cold and hot conditions The contractor will be responsible for safety issues and consult with the staff about any additional work needed in order to approve. The contractor shall Report findings and provide proposal for all necessary repairs. The contractor shall Coordinate all repair with VA Engineering Service Team. 2. It is the responsibility of the contractor to verify all quantities, field conditions and measurements prior to starting work. The contractor shall notify the CO/COR and VA Engineering Team of any differing site conditions prior to starting. 3. The Contractor shall provide an English-Speaking working supervisor on-site at all times when work is being performed and for the duration of this project. Supervisor must have a minimum of five (5) years of experience as a supervisor on five (5) projects like this. 4. The contractor shall provide his own storage for materials. The VA is not responsible for loss of tools, materials, equipment, etc. 5. The Contractor shall post visible required warning signs and barriers prior to beginning any work. 6. The Contractor is responsible for any damage caused by his employees. All damages shall be repaired and/or replaced at no additional cost to the government. 7. Contractor shall submit schedule to VA for approval. The Contractor shall not perform any work on utility services without prior coordination with COR and VA Engineering Team. The contractor shall not interfere in any way with Hospital operations. 8. The contractor shall perform cleanup at any time when work area becomes cluttered and/or restricts traffic. Nevertheless, work area must be cleaned at the end of each work shift. 9. In the performance of all work, the workers must be incompliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). 10. All work must be during regular hours as provided by the Brooklyn Engineering Service. Normal work hours are 8:00AM to 4:30PM Monday through Friday except for Federal Holidays. If the Contractor desires to work on Saturday, Sunday, holidays, or outside the project site s normal working hours the contractor must submit a written request for approval to the VA-COR at least seven (7) working days prior to the proposed start of such work. 11. General Requirements 1. The contractor shall be required to have VA issued identification badges for all of his/her personnel working on VA property. Anyone observed without VA identification will be asked to leave VA property. No VA identification, no work, no exception. 2. There will be no smoking at this facility except in the smoking shelter, located in the rear of the facility. No exception. Those caught violating this requirement will be required to leave the facility and/or be escorted off the facility by Police. 3. The contractor is responsible for obtaining his/her own vehicle parking. 4. Vendor personnel must complete VA privacy and information security awareness training . This is a mandatory training for all VA and non-VA employees working at this facility. This training must be completed annually. Completion certification must be provided for each employee that will be onsite, if applicable. 5. The contractor shall ensure that his/her personnel conduct themselves in a professional manner; i.e., no profanity; proper attire; no discourteous behavior to VA employees, etc. 6. In the performance of all work, the workers must be incompliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. 12. Safety Contractor is responsible and shall continue management and implementation of a safety and health program throughout duration of Boiler Plants Tank repair The Contracting Officer and VA staff reserve the right to suspend work when patient, staff and contractor's safety and health program is inadequate or non-complying. Contractor shall provide all Personal Protective Equipment for the workers as per the requirement of the site. Work will be stopped in case the proper protection equipment is not found with the workers and the lapse of time shall be at the Contractor s expense. 13. Place of Performance / Delivery All required equipment and materials are to be delivered to the warehouse/loading dock at the following location: NYHHCS St. Brooklyn Campus 800 Poly Place. Brooklyn, N.Y 11209 All work is to be performed within 30 days in the above address as well during normal business hours 8:00am to 4:30pm Monday through Friday Acceptance Procedure The COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection. Warranty The contractor shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation will provide the capacities and characteristics specified. The contract further guarantees that if, during a period of one year from the date of the certificate of completion and acceptance of the work, any such defects will be repaired by the contractor at his own cost. Failure to provide complete pricing will result in contractors package being determined to be incomplete. Hourly rate shall be separated from any other costs. Award will be made to the offeror whose offer is determined to be the best value to the government, considering technical capability past performance and price. The offeror must be a responsible offeror and submit a package that meets all the technical and past performance requirements. Offeror must also meet the terms and conditions of all clauses and provisions. The award will be made to the responsible offerors, whose offer is the best value. When combined, technical and past performance is more important than price. A quote may be determined to be unacceptable/incomplete if required information is missing or if the quote materially deviates from the requirements of the RFQ. All complete quotes will be considered. Evaluation Factors: Technical Technical capability - offeror shall provide a maximum 15-page capability statement demonstrating their ability to meet all the requirements of the SOW. Provide documentation that they can provide Steam Turbine Rebuild as a Prime Contractor. The qualifications of the proposed personnel for the Prime and all Subcontractors must be provided. This capability statement must address the ability to meet the governments as per the SOW requirements. A general statement that the contractor has an understanding of the requested work will not suffice. Technical Proficiency: offeror shall submit a proposal that demonstrates its understanding of the requirement in accordance with the Statement of Work and the extent to which potential risks are identified and mitigated. Contractor shall also demonstrate their ability to provide experienced and qualified personnel in accordance with the SOW. Contractor shall show that they are a firm regularly engaged in the field of Steam Turbine Rebuild. The documentation to support this should list the expertise of all personnel expected to be involved in this requirement. Technical Experience: The offeror shall provide 3-5 instances of past experience of similar scope within the past 5 years. The contractor shall be a firm regularly engaged in providing experienced and qualified personnel. Their expertise and experience shall be of such extent to provide them the knowledge of conditions of maintenance and servicing equipment found in medical centers. Price: Offeror s price shall be evaluated to determine if its fair and reasonable. Offerors shall submit a price/cost breakdown to include hourly rates of all employees who will be involved in the complete of this project. Past Performance: The offeror shall provide detail on no more than 3 projects of similar size, scope, and complexity as required by this PWS, including technical points of contact for each project. Past performance projects can be for previous or ongoing task orders, work assignments, or contracts. Offerors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past perforn1ance data will be rated neither favorably nor unfavorably and given. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
