The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for generator load bank testing services, at the James J. Peters VA Medical Center (130 West Kingsbridge Road Bronx, NY 10468). The result of this market research will contribute to determining the method of procurement. The North American Industry Classification System (NAICS) Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance STATEMENT OF NEED: The James J. Peters VA Medical Center anticipates a requirement for load bank testing on seven existing generators. Generators in need of testing include five 600kw/750kva Generac generators, two 2850kw/3250kva GM Electro Motive generators, one 160kw/200kva and one 370kw/462kva Cummins generators. Each generator will require 30-60 minutes of testing at 35, 60 and 85 percent load capacity to assure their potential to provide power at a sufficient level to sustain critical VAMC operations during electric utility power failures. Contractor is required to furnish all labor and equipment to accomplish the task and testing is only permitted on from 5:00pm Friday to 12:00am Saturday. All work should be completed within 30 days and must comply with OSHA safety standards, NFPA 110 and NFPA 70/NEC. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
