(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this Sources Sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Syracuse, NY for the purpose of collecting information about Inspection, Repair, Testing, and Preventative Maintenance for the Syracuse and Bath VA Medical Centers. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several businesses that may be able to provide for this requirement. Phone calls will not be accepted. - Part of the purpose of this Sources Sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. Contractors Shall Also Identify: Federal Supply Schedules that may carry the desired services. Pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. Include any relevant comments about the Attachment(s) if applicable. A. Scope of Work: Contractor shall coordinate monthly Preventative Maintenance (PM) services, one week in advance with the Contracting Officer Representative (COR), or Print Shop personnel. Contractor shall furnish all parts and labor to accomplish the task of preventative maintenance and inspection of Fulton boilers, located at the Syracuse VAMC and Donald J. Mitchell Rome Outpatient clinic. All parts must be Original Equipment Manufacturer (OEM) to prevent any potential compatibility, or functional issues with existing equipment. Contractor call back response time to any request for repair shall be 4 hours or less. Repairs shall be completed within 48 72 hours of service call. Contractor shall perform preventative maintenance and inspection on each Fulton boiler shall follow recommendations and frequency outlined in Attachment A, Section 4: Fulton Installation and Operation Manual, Vantage (VTG) Condensing Hydronic Boilers, Standard, Dual Fuel, and Low Emissions Models 2,000,000- 6,000,000 BTU/ HR - VTG-IOM-2018-0828 and Attachment B: OCAMES: Healthcare Engineering Standard ES-2018-001 Low Pressure Steam and Hot Water Boilers: Design and Operation. Contractor shall furnish all parts and labor to accomplish the task of onsite emergency repairs, utilizing OEM parts, to prevent any potential compatibility, or functional issues with existing equipment. Contractor shall test the functionality of the Fulton boiler equipment upon completion of all repairs. If this is a test for repair, the test should ensure that damaged parts have been successfully repaired and all functions including, but not limited to those related to repaired parts, are operational. If this is a test for a routine PM service, inspection, etc., then the test should just ensure that the equipment is functioning within the guidelines of the OEM or the applicable standards contained within Attachment A and Attachment B. Upon completion of service and/or repair, technician shall provide documentation showing repair or service completed, and functionality testing must show unit/units function properly. Technicians performing repair and inspection shall be Fulton Boiler Factory certified. Evidence of current certification shall be provided by contractor. B. Emergency Repair Contractor call back response time to any request for repair shall be 4 hours or less. Fulton Factory Certified technician(s) shall be onsite within 24 hours of initial service call requesting service or repair. C. Safety Requirements In performance of this contract, safety requirements on federal, state, and local levels must be adhered to. If any discrepancies are found during a Federal, state, or local inspection, the contractor is responsible to service and bring up to date the recommended fix to adhere to whichever guidelines were not met. Additionally, the Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. D. Preventative Maintenance, Inspection, and Testing Preventative Maintenance, Inspection and Testing frequencies shall be dictated by and follow the most up to date versions of: Attachment A, Section 4: Fulton Installation and Operation Manual, Vantage (VTG) Condensing Hydronic Boilers, Standard, Dual Fuel, and Low Emissions Models 2,000,000- 6,000,000 BTU/ HR - VTG-IOM-2018-0828. Attachment B: OCAMES: Healthcare Engineering Standard ES-2018-001 Low Pressure Steam and Hot Water Boilers: Design and Operation. Daily, Weekly, and Monthly testing listed within Attachment A and Attachment B shall be completed by VA staff and not required as part of this contract. All other Preventative Maintenance, Inspection, and Testing listed within these attachments shall be completed and properly documented by the contractor. Preventative Maintenance, Inspection, and Testing documentation shall adhere to layout, form, and structure detailed within Attachment B. Table 1 (below) lists required Preventative Maintenance, Inspection, and Testing that shall be contractor responsibility. Any boilers not so equipped must be immediately programmed for retrofit, with priority given to providing two low water cutoffs per boiler and two fuel safety shut off valves per fuel per boiler. E.
