No formal solicitation document exists at this time. This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. PURPOSE: The intent of this notice is to identify capable sources interested in providing preparatory research, VIRTUAL event facilitation, and consensus building through use of the Delphi method for the New Jersey VA War Related Illness and Injury Study Center-Airborne Hazards and Burn Pits Center of Excellence (WRIISC-ABHCPE). The anticipated contract action is expected to be Firm-Fixed-Price. All responsible sources who believe they can furnish the service described in this notice may submit a capability statement clearly establishing the ability and requisite experience in providing this service by emailing Joseph.Cellino@va.gov with details regarding your firm s capability no later than 4:30pm EST on April 09, 2021. Include a description of your firms experience with the Delphi method. OBJECTIVE OF REQUIREMENT: BACKGROUND: The NJ WRIISC AHBPCE seeks a contractor capable of hosting an online event in 2021 to address current research and clinical care needs as they pertain to deployment-related respiratory diseases in Veterans. Currently identified needs include non-invasive diagnostic methods, refined terminology to define respiratory conditions, and addressing research gaps which are preventing the full understanding of relationships between deployment and the development of various respiratory diseases. Addressing these needs will allow for more thorough evaluation of Veterans presenting symptoms of deployment-related respiratory diseases and more definite diagnoses, further leading to more effective treatments. AHBPCE would like to address these needs by convening a panel of experts during this summit and generating consensus through use of the Delphi method. CONTRACTOR RESPONSIBILITIES: 1. Consensus Building/Summit facilitation services: identifying expert facilitators to guide Delphi method approach and discussion around this subject matter, preparing format and topics for summit discussion, contacting summit participants for preparation and guiding rounds of discussion as needed before/during/after summit, ensuring coverage of all relevant topics and participation from all invitees, and assisting in preparing reports based on outcomes established during the summit. 2. Contractor shall identify and provide an expert panel of key option leaders on the topic to participate in summit events. 3. All services to be provided virtually.
