Page 2 of 3 This notice is for Solicitation Number 36C24221B0027, Project No. 620A4-19-122 Replace Domestic Hot Water Systems at the Castle Point VA Medical Center, 41 Castle Point Road, Wappingers Falls, NY 1259. This shall be a Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. This project is classified under NAICS Code 237110, Water and Sewer Line and Related Structures Construction, and has a Size Standard of $36.5 million. The cost estimate range for this project is between $500,000 and $1,000,000. Scope of Work: The Contractor is to provide and Install domestic hot water system utilizing in house steam supply for Buildings 19, 20 and 21. The Contractor will phase and decommission and remove the current domestic hot water system for building 19, 20 and 21, located in the basement of building 21. Phasing will be required to ensure domestic hot water is maintained to each of buildings during construction. Work includes, but is not limited to the following: The Contractor shall provide labor and materials for the removal and installation of domestic hot water system for Buildings 19, 20 and 21 at the Castle Point Campus. The Contractor will perform a phased decommission and remove of the current domestic hot water system for buildings 19 ,20 and 21 located in the basement of building 21. Phasing will be required to ensure domestic hot water is maintained to each of buildings during construction. GENERAL CONSTRUCTION: Work includes general construction, alterations, which are necessary for the removal of existing structures. Construction of other items, which include but not limited to renewing doors, door frames, and new finishes to the mechanical rooms. Additional work includes labor, material, equipment and supervision to complete required elements per drawings and specifications. Electrical Work: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including connecting the new water heaters to existing panels. Mechanical Work: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project including installing two packaged semi-instantaneous steam fired water heaters, per buildings 19 (C), 20 (B), and 21 (A). This installation will include all connections to existing steam supply, condensate return system, domestic cold and hot water lines. Electrical Work: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including connecting the new water heaters to existing panels. Install all wire & cabling, make all connections, terminations, and patch panel connections to all it/phone and control systems to allow a complete commissioning of systems installed or interfacing with this project s equipment and/or process. Coordinate with VA its department prior to install. Work shall comply with VA Specifications and regulations, all applicable Federal, State and Local codes including specific regulations related to working at the VA Medical Center at Castle Point Scope of work to be performed as required by drawings and specifications. Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract. Contractor shall be responsible to plan and develop activities, phasing and project scheduling. Contractor shall be responsible to coordinate and schedule work to minimize any short-duration shut downs. The Period of Performance shall be 270 calendar days from Notice to Proceed. Contractor will be responsible to coordinate and schedule work to minimize construction duration and shall be expected to plan work typically during duty hours of the Medical Center, other than utility ties-ins or work required in the COR s opinion to be performed during off duty hours. Maintain all access to and egress from the building at all times for facility s fire protection requirements and to meet the requirements of regulatory codes, laws, etc. All other details and information shall be contained in the solicitation which shall be posted on beta.SAM.gov. The solicitation will be released on or about March 26, 2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
