GENERAL The VA Medical Center, Buffalo, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) for Architect and Engineering (A/E) Services for the design of a project titled: Design Emergency Department Site Prep Improvements. This procurement is 100% set-aside of Service Disable Veteran Owned Small Business (SDVOSB) A/E firms. SDVOSB Firms with an SF330 on file within the past twelve (12) months and within a 300-mile radius to the Buffalo VAMC are being considered. The estimated construction cost for this project is between $1,00,000 and $2,000,000. The NAICS code for this procurement is 541330 (Engineering Services). The small business size standard for NAICS 541330 is currently $7.5 million. EXISTING CONDITIONS The Buffalo VA Medical Center NY has a requirement to Design the Emergency Department Site Prep Improvements. A/E SCOPE OF SERVICES The Architectural/Engineering (A/E) Firm shall provide complete design services (preliminary concepts and layouts, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for the Emergency Department Site Prep Improvements, Project Number 528-19-103 for the Buffalo VA Medical Center at 3495 Bailey Avenue, Buffalo, NY 14215. The Emergency Department has a need for an improved space to administer care to patients triaged at ESI levels 3 through 5. Additionally, the radiology equipment located within the Emergency Department has reached its design life and is scheduled to be replaced. The intent of this effort is to reconfigure a portion of the Emergency Department (ED) and surrounding spaces to improve patient care and perform site preparation renovations to support the installation of new medical equipment. The Buffalo VAMC requires a Consultant to perform the Architectural and Engineering (A/E) services necessary to accomplish this goal. The supporting objectives to achieve the purpose are: Site investigation(s) of existing conditions, spaces, and supporting systems related to the existing floorplans, space uses, layouts, utility infrastructure, future replacement equipment, and research of facility historical drawings Assess the current and associated spaces of the Buffalo VAMC to determine condition, integrity, compliance to current codes/standards Consultation and discussion with VA staff to establish Design Basis Determine possible courses of action to resolve issues identified by VAMC and identified by the Consultant during site surveys Develop detailed construction documents, specifications, cost estimates, and an associated execution plan (with phasing, required shutdowns, and overall impact on Medical Center) to reconfigure the Emergency Department spaces and install new medical equipment. Scope Primary area of renovation for this scope of work includes portions of first floor D-Wing (Emergency Department) and first floor E-Wing (Outpatient Entrance). All systems (security, alarm, building management, nurse call, code blue, medical gas, electrical, plumbing, mechanical, pneumatic tube, structural, architectural, fire protection, building envelope, patient lift systems, IT infrastructure, etc.) related to the identified spaces/rooms and the neighboring spaces (same floor, spaces above and below) are within the scope of this effort and subject to renovation. For many of the modified Emergency Department spaces, a modular wall system (DIRTT, Amico, or similar) is desired for modern clean look to the new spaces. Primary goals/areas to be renovated are as follows: Phlebotomy Existing phlebotomy area (D-Wing first floor) to be permanently relocated to adjacent admissions area in E-Wing first floor (currently two offices and an admissions desk). New phlebotomy space must have a pneumatic tube station to connect to existing facility tube system. Also, must include a small new toilet room for private sample collection. Treatment Area Convert existing phlebotomy area into a new Fast-Track treatment area for the Emergency Department. Triage, Admissions, Waiting Rooms, Security Control Reconfigure Emergency Department triage and admissions area, waiting room spaces for Phlebotomy and the Emergency Department, and the adjacent/connecting hallways to improve wayfinding clarity and patient flow. Prevent patients from accessing rest of facility from E-Wing after hours. Legacy Ambulance Bay Legacy ambulance bay was converted to a temporary patient holding area. While the original intent was convert the space back to an ambulance bay, this space is now required to be converted into a storage space. It will require the removal of all previously installed temporary utilities/structures to allow more permanent changes to be made. EMT Entrance Reconfigure EMT entrance to eliminate unnecessary doors and improve security. Restroom Refurbishment Remodel two existing restrooms in the ED. Ensure doors and frames have pivot hinges and break away frames that can be unlocked from corridor. Remodel two E-Wing Entrance restrooms as required to support revised layouts. X-ray Equipment The existing medical equipment is installed in Room 104D. There is some concern that the replacement equipment selected may not fit within the existing room. The Consultant shall evaluate the Emergency Department spaces, associated infrastructure, and new system requirements to identify possible installation locations. One of the possible install locations must be the existing space. One possible option must be the legacy ambulance bay identified above. In this scenario, Room 104D would become the new storage space. Table 1: New Medical Equipment and Current Installation Location Room Department/Area New Equipment 104D Radiology/Emergency Room Siemens YSIO max Structural analysis and assessment of equipment installation location and transport path through facility is required to determine dimensional limits, floor loading limits, and if any structural modifications are required for new equipment. Phasing plans and transportation path through facility to installation locations to be identified and documented in drawing set. Phasing plans and drawings associated with the X-Ray Equipment install should be developed such that the install could be isolated from the remainder of the project. It will be the Consultants responsibility to interface with the radiology equipment manufacturer/vendor POC to coordinate equipment layout and infrastructure requirements. Vendor contact information will be provided at the time of award. This Scope of Work has been broken down into general requirements that are applicable to the entire contract as well as several parts to coincide with VA Form 10-6298: General Section 3.1 Investigative Services Section 3.2 Schematic Design 35% - Section 3.3 Detail Design 65% and Construction Documents 95% - Section 3.4 Bid Documents 100% - Section 3.5 Construction Support Services - Section 3.6 Site Visits Section 3.7 The Consultant shall adhere to the general requirements when providing any design related services or construction services. *A full scope of services will be included in the formal solicitation after a review of the SF330s* The following evaluation criteria will be used when reviewing submitted SF330 data and will comprise the basis of information to be used by Buffalo VAMC for A/E evaluation and selection. Firms submitting SF330 data for consideration must address each of the following criteria in the SF330: SHORT-LIST CRITERIA UTILIZING THE SF330 FORM Department of Veterans Affairs Architect/Engineer Evaluation Board 1. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Only completely constructed designs will be considered. Do not include designed, but not yet constructed, projects. List who or whom will be doing field investigation on this project and their past experience and knowledge of the Buffalo, VAMC. 2. Professional Qualifications necessary for satisfactory performance of required services. (background of personnel: project manager, key personnel, consultants; project-related professional qualifications; specialized experience (project-related) of team members). Only completely constructed designs will be considered. Do not include designed, but not yet constructed, projects. Resumes to include SDVOSB Owner(s), Project manager, Lead Architect, Lead Mechanical Engineer designer, Lead Electrical Engineer designer, Lead Fire Protection Engineer, and provide current professional registrations/certifications of person/people who will be stamping the drawings if not listed above. 3. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services. 4. Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Provide prior prime contractor (SDVOSB) experience on projects (no more than 5) awarded within the last three years for work on similar mechanical systems in existing medical facilities. Specific information analysis of mechanical installation problems and A/E solution to correct these previous problems. Do not include designed, but not yet constructed, projects. Include the following information for each project listed: Name, Address, Telephone Number, and Fax Number of a customer point of contact (POC) who would have the most detailed information about the AE's performance. Project location, award date, original completion date, actual completion date, original contract award amount, final contract amount. Include names, addresses and phone numbers of subcontractors used. Provide a narrative indicating lessons learned from these projects that will be helpful or applicable to Emergency Department Site Prep Improvements design. Indicate how these projects are similar in scope, design and complexity to Emergency Department Site Prep Improvement design. Include detailed breakdown of work the prime will be accomplishing and the total percentage in relation to the total project. IF THIS IS NOT INCLUDED, YOUR PACKAGE MAY BE FOUND NONRESPONSIVE. 5. Capacity to accomplish the work in the required time; requirement to provide the 100% design no later than 210 days after Notice to Proceed. 6. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. 7. The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors Discussions may be held with the top-ranking firms. These discussions will at a minimum include a verification of accuracy of the information within the SF330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined above.
