The purpose of this amendment is to provide responses to the requests of information received. The due date for the receipt of A/E SF 330 submissions remains unchanged from the original pre-solicitation notice. Q1. What documentation is available regarding the plant and the boilers(drawings, P-3 forms, inspection reports, etc.)? 1A. The full solicitation will be released to the top-rated A/E firm after a full review of the qualifications in accordance with FAR Part 36.6.. The solicitation documents may include additional information such as drawings, etc.; however, the A/E firm awarded the design is required to perform their own investigations/surveys to ensure accuracy of their design. 2Q. Due to the COVID-19 Pandemic and the financial crisis it has caused small businesses, can the VA/Contracting Officer review and adjust the requirement percentages/regulations listed on pages 10 and 11 that will widen the range of qualified SDVOSB's that could bid this project? 2A. No, the requirements set forth in the clause remain unchanged. 3Q. For proper planning of the Phasing Plan when was the last time the yearly boilers, Deaerator (DA) and condensate tank have been inspected? 3A. This information will be up to the awarded firm to verify. 4Q. For proper planning of the Phasing Plan when was the last time the boilers VHA testing conducted? 4A. This information will be up to the awarded firm to verify. 5Q. Will it be required for all CURRENT boiler, DA and condensate tank inspections and VHA testing be current (within a year) through all phasing operations? If so, who's responsibility is this? 5A. If required, This information will be up to the awarded firm to verify. 6Q. Are there any subsequent plans for expansion of the facility that will effect the boiler, DA and condensate size requirements? 6A. This information will be up to the awarded firm to verify.
