Sources Sought Notice The intent of this Sources Sought Notice is to identify potential Small Businesses especially any SDVOSB offerors capable of providing 8 Invia Liberty Negative Pressure Wound Therapy (NPWT) System or equal to as listed in the Statement of Work (See Below) for the Bath VA Medical Center in Bath, NY 14810. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the Statement of Need (See Below). Information provided will not be returned. All responses shall be in the English Language. Responses are due by 4:00 pm (EST) on 09/08/2020. Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs. Brand Name References Any and all references to a brand name, model, marketing language or functionality pursuant to a particular manufacturer does not constitute a preference/desire of the Government for anye make or model over any other. The intent of the language contained herein is merely to communicate to industry as to the minimum needs of the Government in the most efficient means possible and does not represent the Governments preference. Brand Name or Equal Submission Instructions For consideration and evaluation of technical acceptability of any product proposed as an or Equal , the Vendor shall submit, with its proposed product, all technical data pertaining to the proposed as an equivalent, for consideration of technical acceptability. Vendors shall be responsible for demonstrating equivalency in a side by side comparison of technical data and shall address how each of the salient characteristics/minimum needs of the Government, as identified in this solicitation, have been met and/or exceeded. Any Vendor, failing to submit such supporting documentation, as required for an or Equal in accordance with this solicitation, shall not be considered. The Government will only review documentation as submitted by Vendors to determine technical acceptance and shall not be held responsible for researching any additional information beyond that information submitted by the Vendor. Background: Skin Ulcers are an inherent issue within the VA medical center, mainly with our nursing home patients. This is largely due to the sedentary lifestyle most live, due to their inability to get out of bed. The devices are designed to help in the healing process of skin ulcers, developed due to inactivity and aid in the healing process. 3. Scope: The purchase of 8 (wound vacuum) with the following specifications: Accommodates large and small wounds (acute wounds, chronic wounds, dehisced wounds, diabetic neuropathic ulcers, open wounds, and pressure ulcers) Adjustable PSI Antimicrobial interface Battery-operated Foam interface (multiple foam size capability to accommodate multiple wound sizes) Gauze interface Intermittent pressure settings Usable on open wounds Intelligent Pressure Control from the pump to the wound site Dynamic Exudate Removal actively helps prevent blockages with air flow cycles adapting up to four times a minute Pressure options from 40 to 200 mmHg including standard 125 mmHg On-screen air leak indicator Custom air leak modes for normal and large wounds Easy and secure tubing attachment with the Quick connector One-touch canister release button Choice of 300 ml and 800 ml disposable canisters with solidifier Educational material available Pressure settings: -40mmHg to -200mmHg; -8kPa to -27kPa or equivalent Disposable canister capable (sufficient canister flow rate is essential) Must be light for ease of transport Must be compact, not large and bulky Must have patient carrying case Must have means to attach to patients bed Running noise must be low for comfort of patients.
