Network Contracting Office (NCO) 2/RPO East of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Fume Hoods Full Service which will include: all labor, personnel, supervision, equipment, tools, and all materials necessary to perform preventive maintenance, repair and certification on the chemical fume hoods, biological safety cabinets, laminar flow clean benches, and pharmacy clean rooms at The James J. Peters VA Medical Center, 130 W. Kingsbridge Road, Bronx, NY 10468. The North American Industry Classification Systems (NAICS) is 561790. Responses to this notice must be submitted in writing (email) and must be received no later than August 03, 2020Â at 17:00 Email: Kodjovi.atikla2@va.gov No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement. Fume Hoods Service Maintenance/Repair is required for a Base plus four (4) options years. The frequency of the Preventive Maintenance (PM) is Semi-annual (6 months). There are approximately 100 hoods in total. Chemical Fume Hoods are to be tested in accordance with OSHA, AIHA/ANSI. Hoods are to be certified semiannually as required. Primary test to be performed are inflow velocity profiling as per ANSI/AIHA Z9.5-2003 American National Standards for Laboratory Ventilation 6.3.3 Face Velocity Tests. The average face velocity shall be determined by the method described in the ANSI/ASHRAE 110-1995 Method of Testing Performance of Laboratory Fume Hoods. Face velocity measurements shall be made by dividing the hood opening into equal area grids with sides measuring no more than 12 in. (30.5 cm). The tip of the probe shall be positioned in the plane of the sash opening and fixed (not handheld) at the approximate center of each grid. Grid measurements around the perimeter of the hood opening shall be made at a distance of approximately 6 in. (15.2 cm) from the top, bottom, and sides of the opening enclosure. The average face velocity shall be the average of the grid velocity measurements. Each grid velocity shall be the average of at least 10 measurements made over at least 10 seconds. The plane of the sash shall be located at the midpoint of the sash frame depth. ANSI/ASHRAE 110-1995 ASHRAE Guideline: Method of Testing Performance of Laboratory Fume Hoods. 6.2 Face Velocity Measurement. A 1.0 ft2 imaginary grid pattern shall be formed by equally dividing the design hood opening into vertical and horizontal openings. Velocity readings shall be taken with a calibrated anemometer. For Variable Air Volume box (VAV) hoods, measurements should be made at 25, 50, and 100% sash openings. A hood is considered certified when the average face velocity at twelve inches working sash height is between 80 120 feet per minute. Testing for Pharmacy equipment shall be performed in accordance with USP Chapter 797; CETA CAG-002; and ISO14644-1:1999 standards and requirements for proper operation of this equipment with regard to minimizing potential contamination and exposure during sterile compounding and preparation of hazardous drugs. Biological Safety Cabinets are to be tested in accordance to field tests specified in NSF/ANSI 49-2008 Annex F as follows: F.2 Downflow Velocity F.3 Inflow Velocity (Face Velocity) Test F.4 Airflow Smoke Patterns Test F.5 HEPA Filter Leak Test F.6 Pressure Decay/Soap Bubble F.7 Site Installation Assessment Tests F.8 Electrical Leakage and Ground Circuit Resistance and Polarity Tests F.9 Lighting Intensity Test F.10 Vibration Test F.11 Noise Level Tests Laminar Flow Clean Benches are to be tested in accordance to field tests specified in IEST-RP-CC002.4 as follows: a. Airflow Velocity b. Filter Pressure Drop c. HEPA/ULPA Filter Leak Test d. Induction Leak Test e. Airborne Particle Count f. Lighting Intensity Test g. Noise Level Test Routine performance tests shall be conducted at least semi-annually or whenever a significant change has been made to the operational characteristics or relocation of the equipment. After successful testing Contractor will affix to the Safety Cabinets a Certificate of Operating Performance that indicates the date, unit tested, standards used, test report number, due date for next test and the service tech. Contractor will provide a test report identifying all tests performed, test results, and any adjustments or repairs that were made. Upon completion of certification testing Contractor will affix to the fume hood a Fume Hood Inspection tag that indicates the test date, due date for next certification, test report number, and service tech. Contractor will provide a test report identifying all tests performed, test results, and any adjustments or repairs recommended. A hood that is found to be operating with an average face velocity more than 10% below the designated average face velocity shall be labeled as OUT OF SERVICE and the technician shall notify the VA immediately so corrective actions can be taken by VA staff to increase flow. Each hood shall be posted with a notice giving the date of the routine performance test, the measured average face velocity and initialed by the technician. If it is taken OUT OF SERVICE, it shall be posted with an out-of-service notice. Repair Procedures: The contractor must be able to respond to emergency repairs within one business day in order to restore equipment back to first-class operating condition. Contractor will make allowances for revisits for clean room and hood certification due to failure to certify. Contractor will schedule certification of the equipment once repairs have been completed. Pharmacy Clean Room Re-certifications: the contractor shall conduct bi-annual testing in 1B-01 (1st Floor)), and 3C-08 (3rd Floor) Pharmacy Clean Room Suites using a CETA/CNBT certified technician to document USP 797 and USP 800 compliance. Testing will include viable and non-viable parameters, video filming of smoke patterns, and issuance of a comprehensive report, smoke-test video on DVD, and recertification certificate for each area, as well as documentation of technician s certification and calibration documents for equipment used during testing. Contractor will promptly notify JJP facility if any portion of the testing is out of compliance and will repeat that portion once corrections have been made before issuing comprehensive report. Contractor will provide technical expertise to in-house staff if needed, including adjustment and troubleshooting of equipment, and will install new HEPA Filters purchased by the JJP facility as needed to maintain compliance.
