Synopsis: This is a sources-sought notice for a roof repair project at the Buffalo, New York VA Medical Center, Project #528-20-116. This procurement is anticipated to be set aside for small business and is being conducted under the authority of FAR Part 13. The NAICS code is 238160 (Roofing Contractors) with a size standard is $16.5M. The magnitude of the project is between $25,000 and $100,000. As a specialty trade, there is a requirement to perform 25% of the project with prime contractor labor. The Government intends to release a RFQ once it has been determined a sufficient number of small businesses will participate in submitting a quote, estimated to be o/a March 15, 2020. Requirement: The purpose of this project is to remove and replace approximately 1330 ft² of ethylene propylene diene monomer (EPDM) rubber roof system on Building 2 at the Buffalo, NY VAMC campus. There will be a requirement for a class II asbestos abatement of approximately 2ft². Reroofing will include but may not be limited to: Remove and replace 3 individual flashing boots (approximately 4-inch diameter each) for various plumbing vents. Remove and replace of 2 individual flashing boots (approximately 2-inch diameter each) for various vents. Remove and replace 3 roof drains covers and flanges. Remove any other non-integral material on the roof to allow unimpeded access to the base layers. Remove and replace, in accordance with manufacturer instructions, approximately 1,330 ft2 of EPDM rubber membrane. Remove and replace approximately 1330 ft2 of recovery board material. Repair and/or replace approximately 260 linear feet of flashing connecting the EPDM roofing material to the concrete wall. See AE104 BLDG 2 EXPLODED PLAN VIEWS drawing for more details. Replace approximately 20 linear feet of flashing around chimney. Material and finish to match existing. Repair/replace approximately 20 linear feet of termination bar that secures the chimney flashing to the chimney Firms expressing interest should notify the Contracting Officer by 3pm EST, Friday, February 28, 2020.
