36C24220Q0090 0002 CONTINUATION PAGE Historic American Buildings Survey Project #528A5-20-501 The purpose of this amendment is to: Extend the due date for Request for Quotes (RFQ) submission; Provide answers to questions submitted by an interested vendor; and Submit additional attachments requested during the site visit held on December 2, 2019. .. The due date to submit quotes has been changed from Monday, December 16, 2019 to Monday, December 30, 2019 at 3:30 P.M. (Eastern). Quotes are to be emailed to Tanya.Baldwin@va.gov only by the due date. The questions and answers are as followings: While the signed letter from the NPS's Turton refers to large format photographic documentation of original plans/drawings and historic photographs, those are not mentioned in the photographic portion of the SOW. Are they required? If NPS requires them, they will need to be submitted. These original drawings are available in our archive and can be photographed. Scans of these drawings can be provided as well. Does the Canandaigua VA Medical Center retain a library or archive on campus with materials related to the history of the complex? An archive does exist, it is accessible, but it's rather small and information is sporadic. Is a visit to the NARA archive is Washington, D.C. required as part of the historic documentation portion of the SOW? Visit to Washington (NARA) is not part of the scope. Please see the attached document found at NARA, Ref No. 12000161. Is there a Memorandum of Agreement between the Canandaigua VA and other Federal or State agencies that governs this project's requirements? If so, can that be provided? Attached. Are measured drawings available for B33/34 and in-hand? If so, are they hand-drawn or digital? Please see attached PDFs. Floor plans of both buildings are drafted in AutoCad and readily available. Will it be possible to extend the period of Performance? Alternatively, does the period of performance only refer to draft submission, i.e. review time is not included? Period of Performance will be 120 days to get the building photographed and photos submitted to National Parks for review and approval. Additional 120 days will be added for submitting the rest of the deliverables and NP final review and acceptance of the whole package. Will it be possible to receive a copy of the MOA? Yes, see attached. VA has possession of as build plans for both buildings in CADD and pdf. Will those drawings be made available prior to the bid deadline? YES, if requested. B33 attached. Should we assume that the standards of the NPS and guidelines for HABS/HAER documentation take precedence over the SOW? Yes Only floorplans are requested - not elevations, sections, or details. As there are already plans available new plans will not be required? NO new plans. NPS has requested 360-degree views of the facility in large format. Taking these from the tower will be considered acceptable even with slightly obstructed views? Yes If there is material in the vertical files or map cases which has not been previously scanned will it be possible to scan these on site if necessary or to removed them from the facility to do so? YES, it can be scanned on site. There was a mention of a National Register of Historic Places nomination for the facility - is that available through the VA? National Register Reference number provided in the VA presentation (attached), NARA document discussing history of CAN VAMC attached as well.
