Page 1 of 1 This notice is for Solicitation Number 36C24220B0035 - Project Number 561-18-135 Electrical Upgrade at the VA East Orange Campus at 385 Tremont Ave, East Orange, NJ 07018. This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a size standard of $36.5 Million. The cost estimate range for this project is $5,00,000.00 to $10,000,000.00. Scope of Work: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Improve Electrical Deficiencies Phase II as required by drawings and specifications at the VA NJ Health Care System, East Orange NJ Scope of Work is including, but not limited to the following: general construction, alterations, walks, grading, drainage, electrical equipment necessary for the replacement of the campus switch yard building and associated electrical equipment, including controls. This shall include all necessary trenching, duct bank, and site work. In addition to the switch yard building, this project includes the electrical equipment, mechanical equipment, and associated general building modifications related to the replacement of normal and emergency power switchgear in A and B vaults, including the partial enclosure of the area way in both vaults to create the required additional space. As part of the bid submission, the contractor shall be required to submit a preliminary project schedule per specification 013216.15. After award of Contract, the successful contractor will be required to provide a contingency plan (to be approved by the VA) to address the process or procedures required in event of an electrical distribution system failure while in the process of completing the replacement of the 5KV campus distribution substation transformers. The contingency plan shall be implemented, and the campus shall be operating on the electrical distribution system with temporary services within 24 hrs. The campus essential power system would be available to support the system for 24 hours only. Provisions shall be made and available (on site) prior to construction to provide temporary services to one of the transformers in the event of transformer failure during the construction process. Notice to proceed with construction will not be provided until an approved contingency plan has been established. See item Section 010000 General Requirements 1.6-K.5. 4. Specific Tasks: Phase II A/B shall include the removal and replacement of the Service Transformers #1,and #2 (5000KVA 24KV/5KV) at the Electrical Service Yard, replacement of the 5KV Distribution Switchgear (Bldg. 24) for the VA East Orange Campus, replacement of the AE Substation at the A Vault electrical room (Main Hospital), as well as the BE Substation at the B Vault electrical room (Main Hospital). Substations AN, BN will be replaced as well. 1. Electrical Design Elements a. Phasing of 5KV Distribution Switchgear Installation Each of the existing 5KV distribution transformers (5000KVA) have the capacity to serve the campus on its own with the other service disabled. Transformers and the 5KV campus service feeders will be replaced one at a time with the alternate feeder supporting the campus during the construction process. NOTE: Based on scheduling and coordination with COR, both switchgear assemblies can be active at the same time with each being supported by one of the 5KV distribution transformers. b. AN Substation The new AN Substation will be developed and located in the area well adjacent to the A vault electrical room. Transformer and distribution switchgear will be located within a portion of the area well with the remaining area sectioned off for the installation and removal of electrical assemblies to the A vault electrical room. The area voided by removal of the AN Substation will be utilized for the Phase IIB replacement of the AE switchgear and transformer. Distribution feeders will be disconnected and extended to the new AN switchgear location. Due to space limitations, the new AN distribution equipment shall consist of front Type I front accessible switchboard assemblies utilizing either insulated case or molded case circuit breaker devices with electronic trip units. Maintenance bypass feature will be included for the main breaker of the switchgear to permit safe and secure operation of circuit breakers. c. BN Substation The new BN Substation will be developed and located in the area well adjacent to the B vault electrical room. Transformer and distribution switchgear will be located within a portion of the area well with the remaining area sectioned off for the installation and removal of electrical assemblies to the B vault electrical room. The area voided by removal of the BN Substation and transformer will be utilized for the Phase IIB replacement of the BE switchgear and transformer. Distribution feeders will be disconnected and extended to the new BN switchgear location. Due to space limitations, the new BN distribution equipment shall consist of Type I front accessible switchboard assemblies utilizing either insulated case or molded case circuit breaker devices with electronic trip units. Maintenance bypass feature will be included for the main breaker of the switchgear to permit safe and secure operation of circuit breakers. d. AE Substation The new AE Substation will be developed and located in the area voided by the AN substation in the A vault electrical room. Transformer and distribution switchgear will be located within the A vault electrical room with pathway identified for exit/egress and the installation and removal of electrical assemblies to the A vault electrical room. Distribution feeders will be disconnected and extended to the new AE switchgear location. The new AE distribution equipment shall consist of Type II rear accessible draw out air frame circuit breaker assemblies with electronic trip units. Maintenance bypass feature will be included for the main breaker of the switchgear to permit safe and secure operation of circuit breakers. e. BE Substation The new BE Substation will be developed and located in the area voided by the BN substation in the B vault electrical room. Transformer and distribution switchgear will be located within the B vault electrical room with pathway identified for exit/egress and the installation and removal of electrical assemblies to the B vault electrical room. Distribution feeders will be disconnected and extended to the new BE switchgear location. The new BE distribution equipment shall consist of Type II rear accessible draw out air frame circuit breaker assemblies with electronic trip units. Maintenance bypass feature will be included for the main breaker of the switchgear to permit safe and secure operation of circuit breakers. f. Electrical Vaults Phase II of the electrical deficiency corrections will also include the installation of portable generator connections at Electrical Vaults A, B, C, and replacement of outdated electrical distribution panels in Buildings 1, 2, 5, and 7. At each electrical vault location A, B, and C (grade level) above the vault, a rotary docking station for connection of an emergency generator (temporary) will be provided. Vaults A/B (3200-amp 208Y/120V 3ph,4w), Vault C (2000- amp 208Y/120V). Trystan Inc rotary docking stations will be utilized as basis of design. These are UL 50, NEMA 3R pad mounted electrical assemblies. Installation shall meet requirements of NFPA 700.3(F) for temporary power source for maintenance or repair of legally required alternate power sources. g. Electrical Panels to be Replaced Electrical panels which have been identified for replacement at various campus buildings as part of the related electrical scope are as follows. i. Building 1 1. Room C112 (PP9), 100A 3ph,4w 208Y/120V MCB surface mounted, B-E-107 (EMP-BC) 60A 3ph,4w 208Y/120V MLO surface mounted. C-E-108 (EMP-BC) 60A 3ph,4w 208Y/120V MLO surface mounted, A-E-102 (AD) 60A 3ph,4w 208Y/120V MLO surface mounted, AE-238 (EMP-AC) 60A 3ph,4w 208Y/120V MLO surface mounted. ii. Building 2 1. (Panels 1A, 2A, 3A), 100A 3ph,4w 208Y/120V MLO recessed mounted in block walls. iii. Building 5 1. Additional sub panel at second floor (100A MLO 208Y/120V) with services from the main distribution board at the electrical room. Branch circuits to window A/C units (qty-20). iv. Building 7 1. Room B-143 (1CB), remove and replace panel within (B144) 300- amp 208Y/120V 3ph,4w MLO, Room B-158-A (P7A,7B, and 7c), remove and replace panel within 25 of its present location. (P7A) 300-amp 208Y/120V 3ph,4w MLO, (P7B/7C) 100-amp 208Y/120V 3ph,4w MLO h. As part of the Electrical Distribution Systems renovations and replacement of electrical assemblies the existing Short Circuit and Arch Flash study for the East Orange Campus will be updated to ensure established VA standards for electrical personnel limits will be met as they relate to the replaced electrical panels. i. Phase II A/B Phasing The installation of the new equipment will require that the existing and new substations both be energized during the transition period. The new substation shall be energized by extending a temporary armored multiconductor 5-kV cable from the line side of the energized 5-kV bus in the existing substation to feed the new service transformer for the new substation. Related shutdowns will be coordinated with the project COR and facilities/operations. 2. Civil Design Elements The proposed location of new switchgear building shall require a portion of the existing stone retaining wall to be removed and relocated outside of the proposed building footprint. The site shall be regraded to allow storm water to sheet flow away from the existing stone retaining wall and towards the service road. Lastly, the western and southern portions of the old existing ten-foot-high chain-link fence surrounding the electrical distribution area shall be removed and replaced with new fencing. The two gates along the western portion shall not be replaced, as the fencing shall terminate into the side of the new switchgear building. The gate along the southern portion shall be replaced with a new gate. 3. Structural Design Elements The project consists of the renovation of the existing vault A and the vault B on the VAMC in East Orange, New Jersey campus. The portion of existing wall to be removed and reinforced with structural channels on both side of the opening. The 8 CMU wall with #5 bars at 24 o.c. will be installed the area-well. The 4 concrete pad will be installed for the equipment support. The pad with #4 bars at 12 o.c. each way. The dowels at 12 o.c. all around and 24 o.c. through field of the pad will be installed between the existing slab. The 6 concrete slab will be installed over the existing area-well slab to flush with the equipment roof floor. The existing concrete curb will be removed. The area well roof system will consist of 6 light gauge metal joists spaced at 16 o.c. maximum with a 1-1/2 deep Type B wide rib 22 gauge galvanized metal roof deck. The joists will be supported by a 6 tube steel beam. Steel tube posts (HSS4x4) will be located at four locations. The posts will be installed on top of concrete wall and CMU wall. These tubes will be detailed with a hook at the top and two plates that will be bolted together to allow for removal and lifting of the roof for maintenance. 4. Architectural Design Elements A canopy structure will be provided for weather protection for the equipment at two area well openings. The 12 -0 by 24 -0 canopy cover consists of standing seam sheet metal roofing with 1:12 slope on metal decking on 6 by 8 steel tube beam framing (with typical 6 -0 spacing) on 6 square structural steel columns on concrete footings. Uninsulated metal wall panel siding and louvers will be installed to replace the existing metal railing around the area well. All steel components to be hot-dip galvanized. Standing seam sheet metal roofing color to be selected. Continuous 0.090 aluminum gutter with downspouts will be installed on the open side(s) of the canopy fascia edge to prevent water pouring directly on top of the equipment. Canopy edges will be finished with sheet metal fascia trim overlapping the gutter. The overall height of the canopy structure will be kept at a minimum to minimize the obstruction of the existing nearby building elements with a perimeter fence for security. On the well openings next to a sidewalk the height will be high enough to keep pedestrians from accessing the roof structure. Project Completion: 730 Calendar Days All other details and information shall be contained in the solicitation which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about 04/20/2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
