This pre-solicitation notice is to inform potential bidders that the VA Medical Center in Buffalo, NY is intending to post an Invitation for Bid (IFB) on or about April 10, 2020 to provide all labor, materials, tools, equipment, and supervision necessary to replace the roofs at the Buffalo, NY VA Medical Center. It is anticipated that approximately 90,100 square feet will be replaced. The general scope of the project is as follows: Site work to prepare area for: Roofing Supplies Disposal of existing roof debris Mobile Cranes Relocation and shoring of existing rooftop equipment to enable demolition and construction. Coordination with telecom providers for movement of equipment. Demolition of abandon antennas from the 14th floor, all associated wiring and appurtenance to the source. (e.g. junction boxes, transmitters, and clips..etc.) There are 4 antennas and approximately 2,000 feet of wiring. Demolition of old equipment that is no longer used. Full demolition and abatement of existing roofs. Installation of new roofing, including all associated sub systems (plumbing, insulation, electrical, etc.). Patching of miscellaneous deck holes. Tuck Pointing Hazardous materials removed (asbestos and lead paint). Site restoration as required for the various work areas. Additional information will be provided in the solicitation. It has been determined that there are sufficient, qualified SDVOSB firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 238160, "Roofing Contractors", with a size standard of $16.5M to solicit this procurement as a 100% set-aside for Service Disabled Veteran Owned Small Businesses. The estimated magnitude of the construction project is between $1.000.000 and $5,000,000. Information regarding a site visit will be stated in the Solicitation. A 20% Bid Bond will be required to respond to this IFB once released. Performance and Payment bonds will be required from the successful awardee. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Bid Details, Specifications and Drawings will be available in electronic format only; www.beta.sam.gov. These documents should be available on or about April 10, 2020. All interested parties (subs & primes) should register at www.beta.sam.gov as an "Interested Vendor" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be distributed by the Contracting Officer.
