Pre-Solicitation Notice for Solicitation 36C24220B0024; Project # 630A4-17-406 - Replace Building 1 Roof with new liquid applied roofing system as required in scope of work, drawings and specifications, located at the VA New York Harbor Healthcare System Brooklyn Campus, 800 Poly Place, New York, NY 11209. Competition for this procurement is restricted to verified VetBiz SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) contractors. The project includes but is not limited to; Contractor shall completely prepare site for building operations, including demolition and removal of existing 4 ply roofing and abate all Asbestos Containing Materials (ACM) from roof; along with related electrical work which includes, labor, material, equipment and supervision to perform the required construction work on this project; work will include: Provide all necessary labor, equipment and materials as according to scope of work, drawings and specifications to replace the following roof: Replace Building 1 roof with new liquid applied roofing system. Work includes installing a new roofing system along with roof drain strainers, copper flashing, walking pads, and parapet wall repairs, as shown on the contract drawings and specifications and abate all ACM from roof. Asbestos containing roof flashing and caulking materials must be abated to facilitate the replacement of the roof. All roofing materials shall be treated as asbestos-containing materials (ACM) including: roof perimeter and curb flashing; caulking on metal vent caps; coping stone caulking; louvre caulking; HVAC unit mastic/flashing; roof hatch flashing; roof drain flashing; mastic at base of fencing; and pitch pocket mastic. Estimated construction cost range is $1,000,000-$2,000,000. The firm must be a Roofing Contractor approved under NAICS: 238160, size standard: $16.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of New York to include abate the ACM in accordance with New York City Department of Environmental Protection (NYCDEP) Title 15, Chapter 1 and New York State Department of Labor (NYSDOL) Industrial Code Rule 56 (12 NYCRR Part 56)., the VAMC specification and applicable federal regulations. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov; (lack of certification will be considered non-responsive) and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about March 2, 2020.
