This pre-solicitation notice is to inform that the VA Medical Center, Bath, New York will be posting a solicitation on or about February 27, 2020 for Upgrade Electric Loop at the Bath VA Project No. 5... This pre-solicitation notice is to inform that the VA Medical Center, Bath, New York will be posting a solicitation on or about February 27, 2020 for Upgrade Electric Loop at the Bath VA Project No. 528A6-20-629. The Bath VA Medical Center electrical distribution loop was found to have several deficiencies during its last testing. The Loop Switch for Building 76 was found to be not operational and is not the correct switch for the application. There is a distribution issue for several patient care buildings and does not allow isolation in the event of a failure of the primary distribution loop. Replace in kind (1) Load Break Elbow on building transformer. This Contract will be limited to the Bath VAMC. This Contract will cover equipment, materials, installation, and any other items needed to complete the installation. Contractor shall coordinate all building power outages and be responsible for any fuel used by emergency power generators. Specific Task: Provide and install (1) 4 Bay S & C Switch. Modify existing pad as necessary for new switch and provide existing switch to Bath VAMC. Provide and install new primary cables between Manhole #1 (located at Building 30) and Building 34 Loop Switch eliminating existing Tee Tap. High Pot test all new and/or relocated cable. Replace in kind (1) Load Break Elbow at transformer for Building 104. This procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses . The NAICS code is 238210. The small business standard is $16.5 M. The cost range is $250,000 to $500,000. Information regarding the one and only site visit scheduled will be stated in the Solicitation. A 20% Bid Bond must be submitted with the bid. Performance and Payment bonds will be required.
