Waste Water Treatment Plant Study Project #528A5-19-521 The purpose of this amendment is to provide an updated to the combined synopsis RFI #2. The below ANSWERS to the RFI questions are in RED for this solicitation. The combined synopsis states on page three under the technical section that the vendor shall include proof of State of New York liability insurance as stated in section A.3.1 c) of the scope of work. However, this language was not included in the scope of work. May we please request the language intended for section A.3.1 of the scope of work? We will still require the contractor to carry liability insurance. Page two of the scope of work provides design as a heading for the deliverables. CW Financial & Management Group LLC views these deliverables more as engineering and financial evaluations instead of design. The action steps under the deliverables also do not include actual design work. Can you please confirm that there is no design work included in the deliverables? As for the design question, we do not expect the contractor to provide design drawings with their submittals. We would assume they would generate some sort of in house design to use in preparing their findings to the VA. If there is no design work required in the deliverables, will there be a requirement for liability insurance? YES

The Canandaigua VA Medical Center located at 400 Fort Hill Avenue, Canandaigua NY 14424 has a requirement for Waste Water Treatment Study to perform an in-depth comparison of the Waste Water Treatment Plant and outsourcing to local municipality. The layout is a campus with more than 30 buildings located on over 20 acres. The study shall: Provide site investigation and field measurements for all aspects of design requirements. This shall include utility locations, proper spacing of equipment, and proper tie in locations. Provide investigative design services, and cost estimate required to upgrade current facility. Services will include all Mechanical, Electrical, Site/Civil, and Architectural work associated with this project. Provide a Cost Benefit Analysis determining the cost of upgrades, all preventative maintenance, operator licensing fees, and include labor mapping over a 10-year period. Provide a separate Cost Benefit Analysis determining the cost to run a new waste water line that tie into the city s main line, show what requirements, if any, would need to be met by the government to comply with what the city wants to meet their requirements for tie ins. Provide monthly charge from the city, showing the costs over a 10-year period. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and the AE shall perform all searches of these files for any required reference materials to support design efforts. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Canandaigua Engineering Service, VA Network 2, or any other government comments. The NAICS Code is 541330. The expected cost for this firm fixed price purchase order is estimated at between $25,000.00 and $100,000.00. This sources sought is to determine whether there is sufficient interest to warrant either an open market or a small business set aside competition for this procurement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by Canandaigua VA Medical Center. This is NOT a solicitation.
