(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about an Energy Assessment for the Stratton VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 541690 Other Scientific and Technical Consulting Services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Stratton VA Medical Center. Please note at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern for a proposal to be considered for a small business set-aside. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK ENERGY ASSESSMENT STRATTON VA MEDICAL CENTER The Stratton VA Medical Center (VAMC) located at 113 Holland Ave, Albany, NY has a requirement for an Energy Assessment. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. This Statement of Work (SOW) describes the Technical, Analytical, and Strategic services for performing an Energy Assessment at the Stratton VAMC, 113 Holland Ave, Albany, NY 12208-3410. The contractor shall provide the subject matter expertise and all necessary resources to accomplish the deliverables described in the SOW, except as may otherwise be specified. The contractor will assist the Department of Veterans Affairs (VA) in identifying and analyzing Energy and Water Conservation Measures (ECMs) for potential investment in the Stratton VAMC. This energy assessment shall comply with all applicable requirements of Federal law, regulations, and executive orders, including but not limited to the National Energy Conservation Policy Act Fully Amended; Energy Independence and Security Act of 2007; Energy Policy Act of 2005. Objectives: Contractor will address the following components in both a spreadsheet and report format. Lighting surveys will be needed to determine lighting upgrades in select areas. Lighting survey will help determine the basis for evaluating upgrades to lights that operate long hours (> 4,000 hrs/yr) in areas such as corridors, stairwells, and lobbies. High and medium pressure steam distribution systems (> 15 psi steam) and terminal equipment. Contractor shall evaluate insulation, traps, dead legs, and associated condensate return distribution system, including flashtanks, and make recommendations for efficiency improvements. Contractor shall evaluate cost effectiveness for installation of an independent steam supply line dedicated for process equipment that would allow the larger and more extensive HP steam distribution system to be isolated during the non-heating season. Contractor shall also evaluate isolated and remote equipment currently utilizing high pressure steam for alternative energy sources. This includes: Laundry, sterilizers located in the OR suite, autoclaves located in research areas, and kitchen. Building controls upgrades including: replacing pneumatic thermostats and associated control valves and terminal unit actuators with DDC; optimizing airside economizer sequences of operation (e.g. dry bulb vs enthalpy); and the main kitchen HVAC systems sequences and setpoints. Optimizing main Data Center and large IT room HVAC systems including the use of: airside economizer; VFDs on computer room air conditioning units, use of house (central plant) chilled water vs DX; revised setpoints; use of humidification; controls upgrades; seal holes in plenums. Hot Water System: converting constant flow terminal devices (3-way valves at AHUS, wild heat exchangers, etc.) to variable flow. Evaluating Building Weatherization and recommendations for reducing stack effect induced negative air pressure especially in winter. Adding renewable resources such as solar PV or solar thermal Contractor Requirements, Confidentiality and Non-disclosure: The contractor shall follow all Government rules and regulations regarding information security to prevent disclosure of sensitive information to unauthorized individuals or organizations. Contractor staff and management may have access to some privileged and confidential materials of the United States Government. Therefore, a background investigation may be required.
